This study analyzes the working conditions of coaches in the Korea Armed Forces Athletic Corps (KAFAC) to identify ways to improve their job satisfaction and professional competence. In-depth interviews using causal chain analysis show that dissatisfaction mainly arises from hierarchical communication, institutional constraints, excessive administrative duties, limited autonomy, and job insecurity caused by contract-based employment. To address these issues, the study proposes three policy directions: establishing inter-ministerial cooperative governance to enhance job stability; partially outsourcing selected functions through military–civilian collaboration to improve working conditions; and strengthening cooperation with the Ministry of Culture, Sports and Tourism and the Korean Sport & Olympic Committee to boost organizational efficiency and athletic performance. Improving KAFAC coaches’ working environment is essential for sustaining the competitiveness of elite military sports.

본 연구는 국군체육부대 지도자의 근무환경을 분석하여 직무 만족 및 전문성 강화 방향을 모색하여 엘리트체육의 토대를 마련하는 데 목적이 있다. 부대 지도자 면담 결과에 대해 원인연쇄분석으로 분석한 결과는 다음과 같다. 근본 원인은 군 조직의 위계적 의사소통 구조와 제도적 한 계로 인한 행정 업무부담으로 인한 지도자 자율성 제한과 계약직이라는 불안정한 고용 환경으로 지도자의 직무 만족도 저하를 초래했다. 이를 개선하기 위해 다음과 같은 정책과제가 도출되었다. 첫째, 지도자의 고 용 안정성 확보를 위한 인사제도 개선에 대한 관련 부처 간 협력적 거버 넌스 구축이 필요하다. 둘째, 체육부대의 일부 기능을 민군 협력 기반의 아웃소싱 구조로 전환하여 지도자의 여건을 개선해야 한다. 셋째, 문체 부 및 대한체육회 등의 기관과의 예산 및 인적 협력체계를 강화하여 체 육부대 관리 효율성을 높여 군인 선수 경기력에 기여해야 한다. 결론적 으로, 체육부대 지도자의 근무환경 개선은 군 엘리트체육의 경쟁력 확보 와 군 체육의 지속가능한 발전을 위한 핵심 과제임을 시사한다.
