The advancement of AI technology enables AI to learn from data and generate new information on its own. As a result, the use of AI is increasing due to its positive effects, such as improving work efficiency, protecting data and privacy, and creating economic value. However, generative AI not only raises economic and ethical concerns but also poses risks of privacy infringement, and negative use cases such as actual privacy violations are on the rise. To address these issues, organizations such as NIST, the EU, the OECD, and the Personal Information Protection Commission have established standards for the safe use of AI. However, due to differences in the scope and purpose of these standards, as well as varying national perspectives on AI, it is difficult to identify the appropriate standard for an organization from a personal data protection standpoint. This study analyzes domestic and international standards based on criteria such as the application of PbD, inclusion of privacy-related keywords, and the presence of AI utilization standards and methodologies. It identifies the characteristics of each standard and pinpoints those that can serve as references from a privacy perspective. Furthermore, it aims to identify any shortcomings in the identified standards and propose improvement measures. It is expected that utilizing the findings of this study to consider both efficiency and privacy protection when applying AI technology will contribute to sustainable AI development.

AI 기술의 발전으로 AI가 스스로 학습하고 새로운 정보를 생성함에 따라, 업무 효율성을 향상시키고, 데이터 및 프라이버시를 보호하고, 경제적 가치를 창출하는 등의 긍정적 효과로 인해 AI 활용이 증가하고 있다. 그러나 생성형 AI는 경제적․윤리적 문제뿐 아니라 프라이버시를 침해할 우려가 있으며, 실제 프라이버시 침해 등 부정적 활용 사례도 증가하는 추세다. 이러한 문제점을 해결하기 위해 NIST, EU, OECD, 개인정보보호위원회 등은 AI를 안전하게 활용하기 위한 표준을 제정하였다. 그러나 표준의 대상과 목적이 다르고 AI에 대한 국가 간의 관점도 달라서 개인정보보호 관점에서 조직에 적합한 표준을 파악하기 어렵다. 본 연구는 국내외 표준을 대상으로 PbD 적용 여부, 개인정보보호 관련 키워드 포함 여부, AI 활용 관련 기준 및 방법의 포함 여부를 기준으로 분석하여 각 표준의 특징을 파악하고 개인정보보호 관점에서 참고 가능한 표준을 식별한다. 그리고 식별한 표준이 미흡한 부분이 있는지 확인하고 개선 방안에 대해 제시하고자 한다. 본 연구 결과를 활용하여 AI 기술을 활용할 때 효율성과 개인정보보호를 모두 고려함으로써 지속 가능한 AI 발전에 도움을 주는 데 기여할 것으로 기대된다.
