This study examines the role of collaborative administration and leadership in effective emergency management. With the increasing frequency and scale of recent disasters, the significance of collaborative governance and leadership in the public sector has become paramount. This research investigates how trust-based networks and professional leadership can be integrated to develop effective disaster response strategies, with particular emphasis on how public-private partnerships enable swift decision-making and resource optimization in crisis situations. The findings highlight that successful collaboration requires more than institutional frameworks; it demands meaningful interactions and the integration of diverse expertise. The study confirms the importance of organizational structures and cultures that enhance emergency response capabilities. Based on existing theories, it proposes a sustainable model combining collaboration and leadership for effective disaster response. The research demonstrates how strategic leadership approaches grounded in trust-building can enhance disaster management systems. Thus, the findings provide valuable theoretical and practical foundations for future disaster management policies and program development.

본 연구는 본 연구는 비상 관리에 있어 효율적인 대응을 위한 협업 행정과 리더십의 역할을 분석하 고자 한다. 최근 재난 사건들은 그 빈도와 규모가 증가하고 있으며, 이에 따라 공공 부문에서의 협력 적 거버넌스와 리더십의 중요성이 대두되고 있다. 본 연구는 협력적 재난 대응을 위한 신뢰 기반의 네 트워크와 전문성을 갖춘 리더십이 어떻게 조화를 이루어 효과적인 대응 전략을 수립할 수 있는지를 탐 구한다.특히, 민관 협력이 재난 상황에서 어떻게 신속한 의사결정과 자원 최적화를 이루어내는지를 중 심으로 논의한다. 본 연구의 주요 발견은 협업은 단순히 제도적 장치가 아니라, 실질적인 상호작용을 통해 이루어져야 하며, 각 참여자의 전문성이 결합되어야 함을 강조한다. 이를 통해, 위기 상황에서의 응급 대응 능력을 극대화할 수 있는 조직적 구조와 문화의 중요성이 확인되었다. 또한, 본 연구는 기 존의 이론들을 바탕으로 성공적인 재난 대응을 위해 필수적인 요소로 협업과 리더십의 지속 가능한 모 델을 제안한다. 궁극적으로, 신뢰와 관계 구축을 기반으로 한 리더십의 전략적 접근이 재난 관리 체계 의 향상에 크게 기여할 수 있음을 보여주고자 한다. 이러한 연구 결과는 향후 재난 관리 정책과 프로 그램 개발에 있어 이론적 및 실천적 기초 자료로 활용될 수 있을 것이다.
