Critical infrastructure such as energy, information and communication, transportation, and health care plays a very important function in today's life. It is very important to maintain the functioning of these critical infrastructures without interruption under any situation. In this study, the characteristics of terrorist incidents targeting critical infrastructure were examined through the trends and spatial distribution of terrorist incidents and comparison with other terrorism, focusing on terrorism among the various situations that can pose a threat to the maintenance of the function of critical infrastructure. As a result, it was found that terrorism targeting critical infrastructure did not occur limited to specific regions, and that the areas of occurrence changed depending on domestic and international situations. Additionally, the number of terrorist incidents showed significant fluctuations over time. Among critical infrastructure, there were relatively many terrorist incidents targeting power plants, banks, trains and the weapons used in terrorism were usually explosives. In the case of terrorism targeting critical infrastructure, the total number of fatalities was found to be smaller than that of terrorism targeting other, but the value of property damage was found to be somewhat higher. In addition, regarding the nationalities of the perpetrators and victims of terrorism, in the case of terrorist incidents targeting critical infrastructure, the percentage of nationalities of the perpetrators of terrorism and the nationality of the country where the terrorism occurred was found to be higher.

에너지·정보통신·교통수송·보건의료 등과 같은 국가핵심기반은 오늘날의 삶에서 매우 중요한 기 능을 담당하고 있다. 이러한 국가핵심기반은 어떠한 상황에서도 기능이 중단되지 않고 유지하는 것이 매우 중요하다. 본 연구에서는 국가핵심기반의 기능 유지에 위협을 가할 수 있는 여러 상황 중 테러를 중심으로 테러 사건의 경향과 공간적 분포, 그리고 이외의 테러와의 비교를 통해 국가핵심기반 대상 테러 사건의 특성을 살펴보았다. 연구 결과, 국가핵심기반 대상 테러는 특정 지역에 국한되어 발생하 기보다는 국내외 정세에 따라 발생지역이 변화한 것으로 나타났다. 또한 시기적으로 테러 발생 건수는 큰 변동을 보이고 있었다. 국가핵심기반 중 전력, 은행, 기차 등을 대상으로 한 테러 사건이 상대적으 로 많았고, 사용된 무기로는 폭발물인 사건이 매우 높았다. 또한, 테러의 인명 피해 규모로는 국가핵심 기반 대상 테러의 경우에는 인명 피해 규모가 국가핵심기반 이외 대상 테러에 비해 적은 것으로 나타 났으나 비용적 피해 규모에서는 피해 규모가 다소 높게 나타났다. 그리고 테러의 가해자와 피해 국적 에 대해서는 국가핵심기반 대상 테러 사건일 경우에 테러 가해자의 국적과 테러 발생 국가의 국적이 같은 비율이 더욱 높게 나타났다.
