This study aims to improve the evaluation framework for parental participation in metropolitan and provincial offices of education by addressing the limitations of existing quantitative, performance-oriented indicators. A survey and focus group interviews were conducted with 106 officials from 17 regional education offices and local parent support centers. Using Importance–Evaluation Feasibility (IEF) analysis, the study identified key indicators and policy priorities. Results indicate that the evaluation scope should extend beyond schools to include local parent support centers and education offices, focusing on three main areas: child growth support, school participation, and policy communication. Moreover, absolute evaluation—rather than competitive ranking—was deemed more appropriate for ensuring policy stabilization. This study contributes to enhancing the qualitative direction of parental participation indicators and applies participatory evaluation theory to strengthen the effectiveness and accountability of public-sector educational evaluations.

본 연구는 시·도교육청 평가에서 학부모 참여 지표가 정량 중심으로 운영되어 참여의 질과 정책 효과를 반영하지 못하는 한계를 개선하고 자 하였다. 이를 위해 17개 시·도교육청과 지역학부모지원센터 담당자 106명을 대상으로 설문조사와 초점집단면담을 실시하고, 정책 중요성 과 평가 가능성을 통합한 IEF 분석을 통해 핵심 지표를 도출하였다. 분석 결과, 평가 범위는 단위학교를 넘어 지역학부모지원센터와 교육청 단 위로 확대되어야 하며, 자녀성장지원·학교참여지원·정책소통 영역이 우선 고려되어야 함이 확인되었다. 또한 상대평가보다 절대평가 방식이 정책 안착에 적합하다는 실무자 인식이 나타났다. 본 연구는 학부모 참여 활성화 지표의 질적 전환 방향을 제시하고, 참여적 평가이론의 적용 을 통해 공공조직 평가의 실효성과 정책 실행력을 강화했다는 점에서 의의가 있다.
