This study examines the Peace NGO Unification Movement based on the Family Federation for World Peace and civil-level unification movements developed during the administrations of Roh Tae-woo, Kim Young-sam, Kim Dae-jung, and Roh Moo-hyun, which—despite differing in political orientation between conservative and progressive— shared a continuity in unification policy. Adopting the perspective of the political opportunity structure framework, this research analyzes the causes of differences between these movements, explores the implications of the Family Federation–based Peace NGO Unification Movement, and seeks to identify its future direction. From the political opportunity structure perspective, both the Family Federation–based Peace NGO Unification Movement and civil unification movements are analyzed in terms of three structural dimensions: the level of state repression, elite alliances with movement organizations, and the international context. The results are as follows. First, civil society consistently desired an atmosphere of reconciliation between South and North Korea. Second, while civil unification movements largely remained at the stage of establishing organizations, the Family Federation–based Peace NGO Unification Movement succeeded in fostering strong elite alliances—exemplified by facilitating the Moon–Kim summit—and thereby influenced the overall unification environment. Third, civil unification movements fluctuated depending on frequent changes in unification policies under the Kim Young-sam administration and shifts in the international context. Fourth, in contrast, the Family Federation–based Peace NGO Unification Movement maintained a consistent stance regardless of international circumstances, strengthening elite alliances and sustaining a steady pattern of activities. Fifth, the continuity of the Family Federation’s unification movement appears to derive from its global network, comprehensive capabilities in various fields, and inclusive attitude toward engagement. Based on these findings, this study proposes the following directions for future Peace NGO unification movements: (1) the establishment of a sustainable unification movement model as a Peace NGO, (2) the strengthening of elite alliances within movement organizations, and (3) the promotion of unification activities through an international network.

본 연구는 보수·진보의 다른 정치 성향이지만, 동일한 통일정책을 계승한 노태우, 김영삼 정부와 김대중, 노무현 정부까지의 시기 동안 전개된 민간차원과 가정연합 을 기반한 평화NGO 통일운동을 정치적 기회구조 관점으로 고찰하는 것이다. 그리 하여 차이가 있다면 해당 원인을 분석하고 가정연합 기반한 평화NGO 통일운동의 시사점을 살펴보고 이를 바탕으로 평화NGO 통일운동의 방향성 또한 모색한다. 정치적 기회구조 관점에서 가정연합 기반한 평화NGO 통일운동과 민간차원의 통 일운동을 국가의 억압성 수준, 운동 조직에 대한 엘리트 동맹, 국제적 맥락의 구조 로 분석한 결과는 다음과 같다. 첫째, 시민사회는 남북 간 화해 분위기를 원하고 있다는 점이다. 둘째, 민간차원의 통일운동은 초반 기구 ·단체 발족에 그치는 반면, 가 정연합 기반 평화NGO 통일운동은 문-김 회담을 성사하면서 운동 조직에 대한 강력 한 엘리트 동맹을 맺고 전체 통일환경에 영향을 미쳤다는 점이다. 셋째, 이후 민간 차원의 통일운동은 김영삼 정부의 잦은 통일정책 변경이나 국제적 맥락의 잦은 변 화에 영향받아 증감하는 것을 확인할 수 있었다. 넷째, 이에 비해 가정연합 기반 평 화NGO 통일운동은 어떤 국제적 상황에도 동일한 태도를 보여 운동 조직에 대한 엘 리트 동맹을 더욱 견고히 하였을 뿐 아니라 통일운동 역시 비교적 일률적으로 진행 하였다는 점이 관찰되었다. 다섯째, 가정연합이 이렇게 동일성을 가지고 통일운동을 지속적으로 전개할 수 있었던 것은 가정연합의 세계적인 네트워크와 폭넓은 분야에 서의 통일 역량, 그리고 포용적 태도를 가지고 있었기 때문으로 보인다. 이에 따른 평화NGO의 통일운동 방향성으로 다음과 같이 제안할 수 있다. 첫째, 평화NGO로써 지속 가능한 통일운동 모델을 구축해야 한다. 둘째, 통일운동 조직에 대한 엘리트 동맹을 강화해야 한다. 셋째, 국제적 네트워크를 통한 통일운동을 전개해야 한다.
