This study aimed to explore detailed factors for developing safety guidelines tailored to elementary school physical education (PE) classes in order to prevent safety accidents and establish a systematic safety management framework. Using safety guideline factors from middle school PE classes as a foundational reference, the study conducted Delphi Surveys and both Exploratory and Confirmatory Factor Analyses. As a result, three major factors—Instruction, Environment, and System—and fifteen sub-factors were identified as suitable for the elementary school setting. The factors demonstrated high reliability (Cronbach’s α = .892) and strong validity (CVR, AVE, C.R.). In particular, the 'Instruction' factor was confirmed to be a key factor at 42.45% of the total explanatory power, and the 'System' factor reflected the recent social reality of the educational field, suggesting the necessity of establishing a legal foundation. This study is expected to contribute to the practical improvement of educational environments by providing foundational data for safety guidelines that consider the developmental characteristics of elementary students and the context of elementary education, enabling both teachers and students to engage in PE activities with greater confidence.

본 연구는 초등학교 체육수업에서 발생하는 안전사고를 예방하고, 체계적인 안전관리 지침을 마련하기 위해, 초등체육수업에 적합한 안전 가이드라인의 세부요인을 탐색하고자 하였다. 이를 위해 중등 체육수업 안전 가이드 라인을 기초 자료로 활용하여, 초등 체육수업 전문가 패널의 델파이 조사를 기반으로, 탐색적 요인분석 및 확인 적 요인분석을 실시하였다. 연구 결과, 초등학교 현장에 적합한 3개의 상위요인(수업, 환경, 제도)과 15개의 하 위요인을 도출하였다. 도출된 요인들은 높은 신뢰도(Cronbach’s α=.892)와 타당도(CVR, AVE, C.R.)를 확보하 였다. 특히, ‘수업’ 요인이 전체 설명력의 42.45%로 핵심적인 요인임을 확인하였고, ‘제도’ 요인은 최근 교육현 장의 사회적 현실을 반영하여 법제적 기반 조성의 필요성을 시사하였다. 본 연구는 초등학생의 발달 특성과 초 등학교 체육수업 환경을 고려한 맞춤형 안전 가이드라인의 기초 자료를 마련함으로써, 교사와 학생 모두가 안전 한 교육환경에서 체육수업에 참여하는 여건을 조성해 나가는데 기여할 것으로 기대된다.
