Aircraft maintenance activities lie at the core of aviation safety. This study contends that national licensing and training systems for maintenance personnel are substantive indicators of airworthiness rather than simple vocational schemes. Amid a shift in competency management from regulators to operators, we analyze the legal architecture of ratings that define the status, responsibilities, and scope of aircraft maintenance engineers/technicians, identifying gaps and interpretive inconsistencies. We propose remedies to improve coherence and governance. Benchmarking ICAO standards and leading jurisdictions, we outline a path to regulatory alignment that supports recognition of skilled personnel and enhances MRO sector competitiveness, positioning the system for ICAO’s international recognition of maintenance organization approvals (AMO Global Recognition) and related bilateral arrangements.

항공기 감항성 유지는 안전의 신뢰성을 넘어 국가 기술력과 안전관리 체계를 가 늠하는 중요한 지표이다. 이러한 감항성 유지의 중심에는 항공정비사의 정비 활동 이 있으며, 항공정비사의 역량지표는 항공정비사 자격증에 있다. 이러한 역량지표를 형성하는 데는 경력요건과 교육요건을 필요로 하게 된다. 그리고 감항당국의 적절 한 규제와 감독활동을 필요로 한다. 따라서 국내 항공정비사 자격증의 한정사항과 업부범위에 대해 ICAO의 국제 기준 및 항공선진국의 자격기준과 비교하여 감항당 국의 관리/감독과 법령의 문제점을 고찰해본다.
