This study critically analyzes the current aviation security screening system, arguing that its excessive focus on detecting prohibited dangerous goods compromises its primary objective of preventing terrorism. The findings indicate that an overemphasis on routine dangerous goods detection significantly weakens security officers' perceived effectiveness in terror prevention, leading to increased fatigue, reduced concentration, and a higher risk of overlooking actual terror indicators. The study concludes that the current rule-based approach is inefficient and necessitates a paradigm shift towards a risk-based screening system. Policy recommendations include enhancing intelligence-driven screening, and revising regulations to prioritize genuine terror prevention.

본 연구는 현행 보안검색체계가 위험물 탐지에 과도하게 집중함으로써 본래 목적 이라 할 수 있는 테러 예방 기능을 저해하고 있음을 비판적으로 분석하였다. 연구 결과, 항공위험물과 같은 일상적 기내반입금지물품 검색 중심의 운영은 보안검색요 원의 테러 예방 기능을 현저히 약화시키고, 피로 누적과 주의력 저하를 야기하여 실 질적 테러 징후를 간과할 위험을 증대시키는 것으로 나타났다. 현재의 규정 준수 여 부에만 초점 맞추는 규정 기반(rule-based) 검색 방식은 효율성과 테러 위협 대응 측면에서 한계가 뚜렷하며, 위험도에 기반한 선별·집중형(risk-based) 보안검색 체계 로의 전환이 필수적임을 시사한다. 이에 따라, 정보기반 위험 징후 판단, 규제체계의 정비, 테러 예방 중심의 정책전환 등 제도적 개선방향을 제안한다.
