This study explores the impact of the quality of information, systems, and services offered by e-government on government quality, while also examining how the utilization of intelligent infrastructure moderates these relationships. The findings indicate that all three dimensions of e-government—information, systems, and services—significantly influence government quality, with service quality identified as the most impactful factor. This result underscores the critical role of service quality in building public trust and improving the overall evaluation of government performance. The study also finds that the utilization of intelligent infrastructure has limited direct effects on government quality but serves as an important moderating variable. Specifically, the interaction between system quality and intelligent infrastructure utilization enhances positive perceptions of government quality. Conversely, in the case of service quality, excessive reliance on intelligent infrastructure sometimes yields negative effects, likely due to discrepancies between public expectations and the tangible benefits experienced. These findings highlight the potential risks of over-reliance on advanced technologies in government services and emphasize the need for balanced and thoughtful integration of intelligent infrastructure in public administration. This research provides significant insights into the interplay between e-government and intelligent infrastructure in enhancing government quality. It highlights the importance of improving the quality of e-government’s core components— information, systems, and services—while ensuring that intelligent infrastructure is utilized in a way that aligns with public expectations and delivers meaningful outcomes. The study underscores the need for policies that balance technological advancements with the values of trust and public satisfaction, offering guidance for the development of next-generation intelligent governance systems.

본 연구는 전자정부의 정보, 시스템, 서비스 질이 정부의 질에 미치는 영향을 분석하고, 지능형 인프라 활용이 이 관계를 조절하는 역할을 탐구하였다. 분석 결 과, 전자정부의 정보, 시스템, 서비스 질은 모두 정부의 질에 유의미한 영향을 미 치는 것으로 나타났으며, 특히 서비스 질이 가장 큰 영향을 미치는 변수로 확인되 었다. 이는 서비스 품질이 전자정부의 핵심 요소로 작용하며, 국민의 신뢰와 정부 에 대한 긍정적 평가를 높이는 데 중요한 역할을 한다는 점을 시사한다. 한편, 지 능형 인프라 활용은 단독 변수로서는 제한적인 효과를 보였으나, 전자정부 구성 요소와 상호작용하며 조절 변수로서 중요한 역할을 했다. 구체적으로, 시스템 질 과 지능형 인프라 활용 수준이 모두 높을수록 정부의 질에 대한 긍정적 평가가 강 화되었다. 반면, 서비스 질의 경우 지능형 인프라 활용 수준이 과도하게 높아질 때 오히려 부정적인 영향을 미치는 경향이 관찰되었다. 이는 지능형 인프라 활용 과 서비스 품질 간의 기대치와 체감 효과의 불균형에서 기인할 가능성을 보여주 며, 정책적으로 기술 활용과 서비스 제공 간의 균형을 유지할 필요성을 강조한다. 본 연구는 전자정부와 지능형 인프라 활용이 정부의 질을 높이는 데 중요한 기여 를 한다는 점을 입증하였으며, 두 요소 간의 균형 잡힌 결합이 정부 신뢰를 강화하 고 차세대 전자정부 및 지능형 정부 구축에 기여할 수 있음을 시사한다. 나아가 지 능형 인프라 활용이 정부 신뢰, 국민 만족도, 정책 효과성 등 다양한 행정 성과에 미치는 영향을 심층적으로 분석하고, 기술과 행정 간의 조화를 이루기 위한 구체 적인 전략을 마련하는 것이 필요함을 보여준다.
