Interest in startups has been steadily increasing in South Korea, along with expanded government support. However, the sustainability of startups remains a major challenge, underscoring the need for an empirical analysis of regional startup ecosystems to inform effective policies. Using data from the Korea National Business Survey (2013–2020), this study analyzed startup rates, survival rates, startup-active industries, and survival factors across all 17 regions. The results show that although half of new businesses are concentrated in the capital region, non-capital regions exhibit higher startup rates relative to industry size. The five-year survival rate remained below 30% in all regions, and active industries showed similar patterns across regions but differed from each region’s strategic industries. Regression analysis revealed that only five of ten government support programs significantly contributed to startup survival. These findings suggest the need for more tailored policy measures, particularly by fostering stronger linkages between startups and regional strategic industries.

한국에서는 창업에 대한 관심이 지속적으로 증가하고 있으며, 정부지원 또한 확대되고 있다. 그러나 창업 의 지속성은 여전히 주요 과제로 남아 있어, 본 연구는 지역별 창업생태계를 실증적으로 분석하여, 효과적인 창업 정책 수립을 위한 시사점을 제시하고자 하였다. 2013년부터 2020년까지의 전국사업체조사 데이터를 활용하여 전국 17개 시·도의 창업률, 생존율, 창업활성화 업종, 생존 영향요인을 분석하였다. 분석결과, 연평균 약 57만 개의 사업 체가 설립되며, 이 중 절반가량이 수도권에 집중된 것으로 나타났다. 다만 지역별 산업규모를 고려할 경우, 비수도 권의 창업률이 더 높았다. 생존율은 모든 지역에서 5년차 기준 30% 이하로 낮은 수준이었고, 창업활성화 업종은 지역간 유사한 경향을 보였으며, 지역 전략산업과는 다소 차이를 보였다. 또한 창업 생존 영향요인에 대한 회귀분 석 결과, 정부의 10개 분야 지원사업 중 5개 분야만이 생존기간 연장에 효과가 있는 것으로 나타났다. 따라서 생 존율 향상을 위한 정책적 개선이 필요하며, 특히 창업과 전략산업간 연계방안을 모색함으로써 창업생태계의 지속 가능성을 제고할 필요가 있다.
