[Purpose] This study aims to derive strategic Key Performance Indicators (KPIs) for establishing a sustainable management system for regional golf courses facing the structural crisis of regional extinction and to analyze their relative importance to suggest practical managerial directions. [Method] Based on the Balanced Scorecard (BSC) framework, a KPI system tailored to golf course operations was developed. A three-round Delphi survey was conducted with a panel of seven experts, followed by an Analytic Hierarchy Process (AHP) analysis involving 20 field experts to determine the priority and weighting of each KPI. [Results] The results revealed that the “Learning and Growth” perspective held the highest importance, with internal communication satisfaction, employee capacity improvement, and job satisfaction emerging as key indicators. [Conclusion] The findings highlight that regional golf courses should not rely solely on short-term financial performance but must strengthen human resource capabilities, enhance service quality at customer touchpoints, and innovate internal processes to secure sustainable competitiveness. These insights provide concrete guidelines for local governments in policy development, resource allocation, and investment decision-making. Furthermore, the proposed KPI framework functions as a strategic tool that supports the long-term resilience of regional golf courses while contributing to regional economic revitalization and community sustainability.

[목적] 본 연구는 지방 소멸이라는 구조적 위기 속에서 지역 골프장의 지속가능한 경영 체계를 확립하기 위한 전략적 성과측정지표(KPI)를 도출하고, 그 상대적 중요도를 분석하여 실천적 경영 방향을 제시하는 데 목적이 있다. [방 법] 이를 위해 균형성과표(BSC) 이론을 기반으로 KPI 체계를 구성하고, 7인의 전문가 패널을 통한 3라운드 델파이 조 사와 20인의 현장 전문가를 대상으로 한 AHP 분석을 실시하였다. [결과] 분석 결과, 학습 및 성장 관점이 가장 높은 중요도를 보였으며, 내부 커뮤니케이션 만족도, 직원 역량 향상, 직무 만족도 등이 핵심 요인으로 확인되었다. [결론] 본 연구는 지역 골프장이 단기적 재무성과에 치우치지 않고 인적자원 역량 강화, 고객 응대 품질 제고, 내부 프로세 스 혁신을 통해 지속가능한 자립 기반을 마련해야 함을 보여주고 있다. 이는 지방자치단체의 정책 수립, 자원 배분, 투자 판단에 실질적 기준을 제공하며, 나아가 지역경제와 공동체 회복을 견인하는 전략적 도구로 활용될 수 있다.
