To enhance the effectiveness of responses to rural extinction, the development of tailored measures that reflect regional characteristics has become important. To this end, a study is needed to examine the characteristics of strategies against rural extinction by considering their various approaches, such as mitigation and adaptation, and to conduct an in-depth analysis of stakeholders’ experiences with these responses within the regional context. This study accordingly analyzes the characteristics of mitigation and adaptation strategies against rural extinction, based on in-depth interviews with 12 stakeholders managing projects related to rural extinction response in Gangwon Province, a provincial government with one of the highest extinction risks. Major findings are that responses to various lifestyles and job creation were primarily employed as mitigation strategies, with resident empowerment emerging as a key adaptation strategy. Additionally, when categorized by temporal scope (short-term or long-term) of strategy application, the attraction of human resources was identified as a mitigation strategy leading to adaptation, while developing place attachment and utilizing abandoned spaces were categorized as adaptation strategies leading to mitigation. Thus, the study proposed that effective responses to rural extinction could require a distinction between mitigation and adaptation strategies, with their application suited to short- and long-term responses.

지방소멸 대응의 실효성을 높이기 위해 지역적 특성을 반영한 맞춤형 대책의 수립이 강조되고 있다. 이를 위해서는 완화, 적응 등 지방소멸 대응의 다양한 접근을 고려하여 전략의 특징을 검토하고, 지역적 맥락에 기반하여 지방소멸 대응에 관한 이해관계자의 경험 과정을 심층적으로 분석하는 연구가 필요하다. 따라서, 본 연구는 소멸 위험이 가장 높은 지자체 중 하나인 강원도를 대상으로 관계자 심층 인터뷰를 실시하여 완화 및 적응의 관점에서 지방소멸 대응 전략의 특징을 분석하였다. 인터뷰는 강원도에서 지방소멸 대응과 관련된 사업을 운영하고 있는 12명의 관계자를 대상으로 수행되었다. 분석 결과, 지방소멸 완화 전략으로는 라이프스타일 대응과 일자리 확충이, 적응 전략으로는 거주민 역량 강화가 주로 채택된 것으로 나타났다. 또한, 시간적 범위(단기 또는 장기)에 따른 적용을 중심으로 인재 유치는 완화를 통한 적응 전략으로, 장소애착 형성과 유휴공간 활용은 적응을 통한 완화 전략으로 채택되었다.
