In modern society, the limitations of police force, which is responsible for ensuring safety from dangerous environments, have existed, leading to the early active introduction and growth of private security and guard services. As a result of these factors, private security and guard has naturally filled the insufficient gaps left by public security. The purpose of this study is to make policy suggestions for the activation of private security and guarding through an empirical study targeting police officers and current/former security personnel. A survey was conducted using self-assessment entry methods targeting 356 male and female police officers and former/current security personnel across the country. The data collected from this survey were analyzed using frequency analysis and cross-analysis with the SPSS 22.0 statistical package program. Based on the research results, I would like to propose the following policy suggestions for revitalizing private security and guard services. First, it is the establishment of an efficient security system between private security and the police. Second, it is the unification of the ‘Private Security Act’ and the ‘Civil Police Act’. Third, it is the establishment of a system for the training of professionals and the introduction of a qualification system. Fourth, it is the exploration of overseas markets.

현대사회에서 위험 환경으로부터 안전을 책임져야 하는 공경비의 대표격인 경찰력의 한계는 존재해 왔고 이에 따라 일찍부터 민간경호･경비의 적극적인 도입과 성장을 가져왔 다. 이 같은 점들로 인하여 자연스럽게 공경비의 부족한 빈자리를 민간경호․경비가 보충하 거나 대신하게 된 것이다. 본 연구는 경찰공무원과 전･현직 경호공무원을 대상으로 한 실증적인 연구를 통해 민간 경호･경비 활성화 방안에 대한 정책 제언을 하고자 함에 목적이 있다. 전국 경찰 공무원과 전･현직 경호공무원 남녀 356명을 대상으로 자기평가 기입법을 통 한 설문조사를 실시하였다. 본 조사를 통해 수집된 자료는 SPSS 22.0 통계패키지 프로그램 을 이용하여 빈도분석과 교차분석을 실시하였다. 연구결과를 토대로 민간경호･경비 활성화 방안에 대해 다음과 같이 정책 제언을 하고자 한다. 첫째, 민간경호･경비와 경찰의 효율적 방범체제 구축이다. 둘째, ｢경비업법｣과 ｢청원경찰법｣의 단일화이다. 셋째, 전문인력 양성 체계 구축 및 자격제도 도입이다. 넷째, 해외시장의 개척이다.
