This study aims to empirically examine the impact of police officers’ perceptions of the superintendent-level tenure system (Gyeongjeong rank retirement rule) on organizational commitment, with a particular focus on the moderating role of age. The findings are as follows. First, positive perceptions of abolishing the tenure system significantly increased organizational commitment. Second, age moderated the relationship between perceptions of the system and commitment, with the positive effects of abolition perceptions weakening as age increased. Third, a majority of respondents expressed negative views toward the current system, reflecting concerns such as early retirement anxiety, intensified promotion competition, and heightened job stress. These results suggest that, despite its original purpose of enhancing personnel efficiency, the superintendent-level tenure system may undermine officers’ psychological stability, career planning, and organizational commitment. Accordingly, policy alternatives such as extending tenure limits, introducing early pension schemes, and establishing tailored retirement support systems are recommended.

이 연구는 경찰공무원의 경정 계급정년제도에 대한 인식이 조직몰입에 미치는 영향을 실증적으로 분석하고, 연령별 조절효과를 검증하는 데 목적이 있다. 이를 위해 전국 경찰공 무원을 대상으로 2025년 7월 실시한 설문조사 자료 326부를 분석에 활용하였다. 분석결과, 첫째, 경정 계급정년제도 폐지를 긍정적으로 인식할수록 조직에 대한 몰입 수준이 높아지 는 것으로 나타났다. 둘째, 연령은 제도에 대한 인식과 조직몰입 간 관계에서 조절효과를 보였으며, 연령이 높아질수록 폐지 인식이 몰입에 미치는 긍정적 효과는 약화되었다. 셋째, 응답자의 다수는 현행 제도에 대해 부정적 인식을 보였으며, 이는 조기퇴직 불안, 승진 경 쟁 심화, 직무스트레스 증가 등과 관련된 부정적 요인을 반영한다. 이러한 결과는 경정 계급정년제도가 인사 효율성 제고라는 도입 취지에도 불구하고, 구 성원의 심리적 안전감과 경력 설계, 나아가 조직몰입에 부정적 영향을 줄 수 있음을 시사 한다. 따라서 제도의 개선을 위해 정년연장, 조기 연금 지급, 맞춤형 퇴직관리 지원 등 정책 적 보완책이 필요함을 제안하였다.
