This study analyzed the changes in the nature of bomb terrorism and countermeasures in the AI e ra. According to the GTD data from 1970 to 2020, bomb terrorism accounts for approximately 46.8% of all terrorist incidents and continues to be used as a major means of terrorism. This study compared the past and present aspects of bomb terrorism and predicted changes in detonation methods, target selection, transportation methods, and threat spread due to the development of AI technology. In particular, ahead of the 2025 Gyeongju APEC Summit, it presents multifaceted response measures including technological response, legal and institutional response, social response, and international cooperation. This study raises the possibility that the rapid development of AI technology will make bombing terrorism more precise and lethal, and emphasizes the need for a preemptive and integrated counter-terrorism strategy. In addition, it suggests the importance of follow-up research on AI and complex terrorism aspects in addition to bombing terrorism.

본 연구는 인공지능(AI) 시대의 도래에 따라 변화하는 폭탄 테러의 양상을 분석하고, 이에 효과적으로 대응하기 위한 전략을 제시하는 것을 목적으로 한다. GTD에 따르면, 1970년부터 2020년까지 발생한 전체 테러 사건 중 약 46.8%가 폭탄 테러에 해당하며, 이는 여전히 대표적인 테러 수단으로 활용되고 있다. 본 연구는 폭탄 테러의 과거와 현재 양상 을 비교하고, AI 기술 발전이 기폭 방식, 표적 선정, 운반 수단, 위협의 확산 방식에 미치는 영향을 전망하였다. 특히 2025년 경주 APEC 정상회의를 대비하여, 기술적 대응, 법·제도 정비, 사회적 인식 제고, 국제 협력 등 다각적 대응 방안을 제안한다. AI 기술이 폭탄 테러 를 보다 정교하고 치명적으로 진화시킬 가능성에 주목하며, 이를 억제하기 위한 선제적이 고 통합적인 대테러 전략 수립의 필요성을 강조한다. 아울러, 향후 AI 기술과 결합된 복합 테러 양상에 대한 실증적·종합적 후속 연구의 필요성도 제언한다.
