The international community is in an era of crisis in which military, non-military, and transnational threats such as wars, resource disputes, and abnormal climates between countries are intensifying amid the development of cutting-edge science and technology of IT technology and artificial intelligence (AI). In particular, Korea is in a more difficult state to manage the national crisis such as the North Korean nuclear crisis, China's installation of structures in the West Sea, and tariff wars. As a result, this study proposed a plan to reestablish a national-level exercise and training system based on the organizational system, legal system, and annual government exercises for national crisis management as a way to manage the increasing national crisis situation and improve crisis management capabilities. For example, the concept of national crisis management was established, previous research data were reviewed, and implications were derived by analyzing the national crisis management systems and cases of the United States, Japan, and Korea. In addition, the problems of Korea's national crisis management environment and national-level exercise and training system were analyzed, and based on this, measures for re-establishing the national-level exercise and training system, such as the national crisis management organization system, legal system, and preparation of exercise and training planning documents, were suggested. It is hoped that this research data will be practically applied to national-level exercise and training to achieve practice and training results, improve work performance, and enhance national crisis management capabilities.

국제사회는 IT 기술과 인공지능(AI)의 최첨단 과학기술이 발달한 가운데 국가 간 전쟁, 자원 분쟁, 이상 기후 등 군사적·비군사적·초국가적 위협이 심화되는 위기의 시대에 처해 있다. 특히, 우리나라는 북핵 위기, 중국의 서해상 구조물 설치, 관세 전쟁 등 국가 위기관 리 환경이 더욱 어려운 실정이다. 이에 이 연구는 증대되는 국가 위기 상황을 관리하고, 위기관리 능력을 제고하기 위한 방법으로 국가 위기관리에 대한 조직 체계, 법령 체계, 매년 실시하는 정부 연습을 기반으 로 한 국가급 연습·훈련 체계 재정립 방안을 제시하였다. 이를 위해 국가 위기관리에 대한 개념 정립과 선행 연구 자료를 고찰하였으며, 미국과 일본, 우리나라의 국가 위기관리 체계와 사례를 분석하여 시사점을 도출하였다. 또한, 우리 나라의 국가 위기관리 환경과 국가급 연습·훈련 체계 문제점을 분석하였고, 이를 바탕으로 국가 위기관리 조직 체계, 법령 체계와 연습·훈련 기획문서 작성 등 국가급 연습·훈련 체계 재정립 방안을 제시하였다. 이 연구 자료가 국가급 연습·훈련에 실질적으로 적용되어 연습·훈련 성과 달성되고 업 무 수행 능력이 향상되어 국가 위기관리 능력이 제고되기를 고대한다.
