The damage caused by harmful drugs such as narcotics is very large in society, and countermeasures are needed. However, in order to establish effective measures, it is necessary to accurately grasp how much harmful drugs such as narcotics are introduced into society and consumed. Only then can an appropriate alternative be prepared accordingly. In other words, in establishing measures for narcotics, estimating the consumption of harmful drugs such as narcotics must be preceded. Drug consumption estimation methods that are actually widely used in Korea are used in combination with clinical database analysis(including health insurance and prescription claims), target surveys, and more recently, Wastewater-Based Epidemiology(WBE) to monitor illegal drug use patterns. In addition, Indirect Estimation Techniques using criminal justice statistics are also used to estimate the cost of social loss. These various methods are being used, but accurate estimation using various data will have to be made in the future. In other words, data integration and analysis techniques from various sources such as WBE, prescription statistics, reporting to public institutions, death and side effect statistics are required. In addition, the introduction of standardized analysis techniques that can be compared with advanced countries such as Europe, the United States, and Australia will increase the effectiveness of international response and prevention policies. To this end, a systematic and continuous estimation system should be supplemented and operated in cooperation with the government (Ministry of Health and Welfare, Ministry of Food and Drug Safety, Ministry of Justice, police, etc.), local governments, research institutes, medical institutions, and pharmacies. The introduction of effective and scientific consumption estimation methods is essential for objective understanding of the actual abuse of harmful drugs such as narcotics and the advancement of prevention and management policies. Therefore, it is necessary to develop a method for estimating the consumption of harmful drugs such as narcotics suitable for Korea, accurately estimating consumption, and establishing measures for narcotics based on this.

마약류 등 유해약물로 인한 피해는 사회적으로 매우 크며 이에 대한 대책을 필요로 한다. 하지만 효과적인 대책을 수립하기 위해서는 마약류 등 유해약물이 사회에 얼마만큼 유입되어 소비되고 있는지를 정확히 파악하여야만 그에 따른 적절한 대안이 마련될 수 있다. 즉, 마약류 대책 수립에 있어서 마약류 등 유해약물의 유입에 따른 소비를 추정하는 것이 선행되어야 한다. 우리나라에서 실제로 많이 활용되고 있는 약물 소비량 추정방법은 임상 데이터베이스 분 석(건강보험 및 처방 청구 포함), 표적 설문조사, 그리고 최근에는 불법 약물 사용 패턴을 모 니터링하기 위한 하수 기반 역학(WBE)을 결합하여 사용하고 있다. 이와 더불어 형사사법통 계를 이용한 간접추정기법 또한 사회적 손실비용을 추정하는데 사용되고 있다. 이처럼 많은 방법들이 사용되고 있으나 향후에는 다양한 데이터를 활용한 정확한 추정이 이뤄 져야 할 것이다. 즉, 하수역학·처방통계·공공기관 보고·사망 및 부작용 통계 등 다양한 출처의 자료 통합과 분석기법이 필요하다. 또한 유럽, 미국, 호주 등 선진국과 비교할 수 있는 표준화된 분석기법 도입으로 국제적 대응 및 예방 정책의 효과성을 높일 수 있을 것이다. 이를 위해서는 정부(보건복지부, 식품의약품안전처, 법무부, 경찰 등), 지방자치단체, 연구기 관, 의료기관, 약국 등과 협력해 체계적이고 지속적인 추정 시스템을 보완·운영하여야 한다. 실효성 있고 과학적인 소비 추정방법의 도입은 실제 마약류 등 유해약물 남용 실태의 객관 적 파악과 예방·관리 정책의 고도화에 필수적이다. 향후 우리나라에 적합한 마약류 등 유해 약물 소비 추정방법을 개발하여 정확한 소비추정과 이를 바탕으로 한 마약류 대책을 수립하 여야 할 것이다.
