With the growing societal demand for diversity, equity, and aging-in-place support, accessibility in public facilities—especially stadiums—has become a crucial issue not only in terms of welfare, but also in relation to profitability, sustainability, and audience expansion. However, most professional sports stadiums in Korea are owned by local governments and operated by professional clubs under lease or delegation agreements. This ownership-operation separation has led to a disjunction between financial responsibility and revenue gain, making it difficult to prioritize investments in UD facilities. The lack of adequate physical access for persons with disabilities and the elderly is not merely an issue of convenience, but a critical barrier to equitable participation in cultural and recreational life. Drawing upon international best practices, particularly from the United States and New Zealand, this study highlights UD as a strategic asset that enhances fan experience, strengthens brand identity, and fulfills corporate social responsibility. Based on this analysis, the study proposes comprehensive policy measures including the restructuring of ownership and operational frameworks, strengthening of legal enforcement, implementation of fiscal incentives, development of multi-stakeholder collaboration systems, and broad-based public awareness campaigns.

최근 고령화와 사회적 다양성의 증대에 따라 스포츠 공간의 물리적 접근성과 사용 편의성은 단순한 복지 영역을 넘어 공공성과 수익성 모두에 직결되는 핵심 요소로 주목받고 있다. 그러나 국내 프로스포츠 경기장은 대부분 지방자치단체가 소유하고, 프로구단이 임대 또는 위탁 운영하는 구조 속에서 초기 투자에 대한 책임과 수익 환수 간의 괴리가 존재하며, 이는 UD 도입을 저해하는 중요한 원인으로 작용하고 있다. 장애인, 고령자 등 사회적 약자를 위한 관람 편의성 확보는 경기장의 사회적 책무뿐만 아니라, 팬층 확대와 수익 구조 개선이라는 측면에서도 전략적 의미를 가진다. 이에 본 연구는 해외 주요 경기장의 사례 분석을 통해 UD의 전략적 효과를 고찰하고, 국내 적용을 위한 정책적·제도적 개선 방향을 제시하였다. 소유-운영 구조의 재정립, 관련 법령의 실효성 강화, 재정 인센티브의 체계화, 민관 협력 기반의 실행 구조 마련, 그리고 UD에 대한 사회적 인식 전환 등이 주요 정책 과제로 제안되었다.
