Purpose : The purpose of this study is to contribute to the development of the Korean economy by enabling the trade-dependent Korean economy to respond more effectively and quickly to US carbon regulations through an analysis of international environmental regulations, the non-tariff barrierization of carbon emission control measures, and various US carbon regulation bills, and by proposing countermeasures for Korea based on this analysis. Research design, data, methodology : This study used a research method that presents policy alternatives through literature review and bill analysis commonly used in trade studies. Results : Based on a thorough analysis of US carbon regulation bills, the South Korean government needs to take proactive measures, including conducting objective surveys and collecting data on the carbon intensity of major export products, decarbonizing products and transitioning to low-carbon processes, establishing a response strategy within the framework of the Korea-US FTA and WTO, managing carbon emissions across the entire logistics supply chain, and establishing a control tower to respond to carbon regulation measures. Conclusions : South Korea must closely monitor the flow of carbon regulation measures in the United States and establish proactive strategies through organic responses at the government and industry levels. In addition, reflecting the reality that carbon regulation has become a new global norm, it is necessary to design policies that enhance the consistency between domestic systems and international standards.

지구온난화에 대한 전 세계적 관심 속에서 국제사회는 다양한 기후변화 위기에 대응하는 협약 을 체결하고 선진국을 중심으로 이에 대한 이행을 실천하기 위해 노력하고 있다. 이와 더불어 선진국을 중심으로 탄소 배출량을 줄이기 위해 탄소국경조정제도(CBAM) 등 다양한 세금을 부과하는 형식으로 기후위기 극복을 위해 노력하고 있다. 미국도 트럼프 2기 행정부가 들어서면서 반그린정책을 취하고 있으나 미국 우선주의하에서 탄소규제 조치들을 일종의 무역정책 및 정부 세수확보 수단으로 활용할 가능성이 높다. 이러 한 미국의 탄소규제 조치 법안들이 실제 통과되어 실행될 경우 대미 수출 비중이 높은 한국 경제에 중대한 영향을 미칠 것이다. 따라서 한국은 미국의 탄소규제 조치 흐름을 면밀히 추적하면서, 정부와 산업계 차원의 유기 적 대응을 통해 선제적으로 전략을 수립해 나가야 한다. 구체적인 대응 전략으로 주요 수출품 에 대한 객관적 탄소집약도 조사 및 데이터 확보, 제품별 탈탄소화 및 저탄소 공정 전환, 한·미 FTA 및 WTO 체계 내 대응 논리 마련, 물류공급망 전체에 대한 탄소배출 관리, 그리고 탄소규 제 조치 대응 관련 컨트롤 타워 구축이 필요하다.
