Purpose : This study examines how Korean exporters in the Altasia realignment perceive trade-support programs and under what conditions they construct institutional trust versus strategic avoidance, conceptualized as coexisting, context-dependent strategies. Research design, data, methodology : Document-based qualitative meta-synthesis of 26 international journal articles (screened from 30+ records in Web of Science Core Collection), coded in MAXQDA using open, axial, and selective coding, with constant comparison and an audit trail. Results : Seven themes indicate firms prioritize felt availability (accessibility, response speed, procedural predictability) and lead-time reliability over program existence, normalizing pragmatic avoidance under enforcement heterogeneity and policy–supply–chain speed mismatches. Conclusions : Institutions are enacted, not just designed; policies adopt experience metrics, fast tracks, MRAs; managers pair public with private controls.

본 연구는 알타시아(Altasia) 공급망 재편기를 배경으로, 한국 수출기업이 무역지원제도를 어떻 게 인식하고 신뢰 또는 회피를 어떤 조건에서 구성하는지를 질적 메타합성으로 탐색하였다. Web of Science Core를 중심으로 30편 이상을 스크리닝하고, 최종 코딩 코퍼스는 국제저널 26 편(SSCI/SCIE/ESCI 혼합)으로 확정하였다. MAXQDA를 활용해 파일럿 코딩–코드북 정련–개방 /축/선택 코딩의 절차를 수행하고, 상수비교·부정사례 검토·메모잉과 감사추적을 통해 해석의 일관성과 투명성을 확보하였다. 분석 결과는 일곱 개 테마로 구조화되었다: 제도–체감 간 간 극, 경험 기반 신뢰의 형성·붕괴, 회피의 실용화, 국가 간 집행 이질성, 사회적 자본·비공식 네 트워크의 대체/보완 기능, 정책 설계–공급망 속도의 불일치, 회피의 정상화와 조직 기억. 알타 시아의 이질적 제도환경 속에서 기업은 제도의 존재 여부보다 느껴지는 가용성(접근성·응답 속도·절차 예측성)과 리드타임·예측가능성을 중시하며, 부정적 경험의 내러티브가 회피를 정 상화하는 메커니즘이 확인되었다. 본 연구는 제도를 설계된 제도(designed institution)가 아닌 실천에서 구현되는 제도(enacted institution)로 재개념화하고, 정책적으로는 경험 지표 중심의 관리, 패스트트랙(SLA 기반), 상호인정(MRA) 확대, 현장 전달채널과의 연계를 통해 설계–실행 간 괴리를 축소할 필요가 있음을 시사한다.
