In Korean society, the issue of regional extinction has emerged as a serious social concern. To address this, comprehensive support is needed to expand regional research capacity, strengthen the competitiveness of local industries and enterprises, and create a virtuous cycle in which talented individuals choose to settle in their regions, thereby revitalizing local communities. The government is currently promoting the enactment of the Regional Science and Technology Innovation Act, which aims to establish a region-led science and technology innovation ecosystem and to enhance regional economic vitality and innovation capacity based on scientific and technological foundations. The Regional Science and Technology Innovation Act enables regions to independently plan and implement policies and projects tailored to their specific needs. At the same time, the central government provides administrative and financial support. The Act also lays the foundation for strengthening the research capabilities of local universities, industries, and research institutes and for building self-sustaining regional research ecosystems, ultimately contributing to the balanced development of the national economy. Accordingly, this paper provides an overview of the key components of the Regional Science and Technology Innovation Act currently under review by the National Assembly. To demonstrate the necessity of this legislation, it draws upon the Legislative Review Report prepared by the Expert Committee of the National Assembly's Science, ICT, Broadcasting, and Communications Committee. By analyzing the Act's core provisions, identifying areas for improvement, and suggesting additional elements that should be included, this paper aims to propose legislative enhancements. Through these efforts, each region will be empowered to lead future investments and policies in science and technology proactively.

한국 사회에서 지역 소멸 문제는 심각한 사회적 이슈로 부각되고 있어, 지역의 연구 역량을 확충하고, 이를 바탕으로 지역의 기업과 산업 경쟁력을 강화함으로써 지역의 우수한 인재가 지역에 정착함으로써 지역이 활력을 되찾는 선순환이 이루어질 수 있도록 종합적인 지원이 필요하다. 정부는 현재 ｢지역과학기술혁신법안｣ 제정을 추진하여 지역 주도 과학기술 혁신생태계를 구축하고, 과학기술 기반 지역 경제의 활력 제고 및 혁신역량을 강화하는 목표를 제시하였다. ｢지역과학기술혁신법안｣은 지역 주도로 지역에 특화된 정책과 사업을 추진하고, 정부는 이를 행정적･재정적으로 지원하는 추진체계를 구축하며, 지역 산･학･연의 연구역량 강화 및 지역의 자생적인 연구생태계 조성을 위한 근거를 마련하여 국가경제의 균형 있는 발전에 이바지할 수 있는 기틀이라 할 것이다 본 연구는 국회에 발의된 ｢지역과학기술혁신법안｣의 주요 내용을 개괄적으로 살펴보았다. 그리고 ｢지역과학기술혁신법안｣에 대한 필요성을 논증한 국회의 해당 법안에 대한 ｢전문위원 검토보고서｣의 내용을 중심으로 ｢지역과학기술혁신법안｣의 주요 내용과 개선점 및 추가로 포함되어야 할 내용 등을 살펴봄으로써 입법적 보완사항을 제시하고자 한다. 이를 통해 각 지역이 능동적으로 미래 과학기술 투자와 정책을 적극적으로 추진할 수 있기를 기대한다.
