Deep-tech technologies are highly complex and uncertain in their success, yet their significant economic impact has garnered growing attention in commercialization policies. This study examines the employment effects of deep-tech commercialization based on public technology, distinguishing between technology startups and technology transfers. Propensity score matching(PSM) indicates that deep-tech startups outperform general startups in revenue and operating profit, but create fewer new jobs. The Polynomial distributed lag(PDL) regression further reveals that while medium-level technology industries experience employment effects after a certain period, high-technology industries show no significant employment gains even within ten years. This suggests that public technology adoption may replace existing labor or lead to crowding-out effects. The findings highlight the need for deep-tech commercialization policies to differentiate from conventional technology transfer approaches by emphasizing programs that strengthen firms' absorptive capacity and aligning with broader government initiatives, given the time required for firms to internalize new technologies

딥테크 기술은 복잡성이 높고 성공에 대한 불확실성이 크지만, 그 경제적 파급력이 크기 때문에 기술사업화 정책에서 많은 관심을 받고 있다. 이 연구는 공공기술을 기반으로 한 딥테크 기술의 사업화가 고용에 미치는 영향을 파악하고자 기술창업과 기술이전으로 구분하여 분석하였다. 성향점수 매칭기법을 적용한 결과, 딥테크 스타트업은 일반 창업기업에 비해 매출과 영업이익이 높았으나, 신규 고용 규모는 상대적으로 낮았다. 또한, 다항시차분석을 통해 기술의 난이도에 따른 고용효과를 분석한 결과, 중위기술 산업군에서는 기술 도입 이후 일정 시점에 고용 효과가 나타났지만, 고위기술 산업군에서는 10년 내에도 유의미한 고용 효과가 없었다. 이는 공공기술 도입이 기존 인력을 대체하거나 구축현상을 보이는 것으로 해석되었다. 딥테크 기술사업화 정책은 기업이 기술 흡수와 내재화에 일정시간이 필요하기 때문에 기존의 기술이전 정책과 차별적으로 딥테크 기술의 흡수 역량강화를 위한 프로그램에 대한 고려가 필요하다는 점을 시사한다.
