Diverse streams of research literature are drawn and critically reviewed to address the lack of systematic and theoretical understanding as to the role of citizens as innovation actors. The source of innovation capability of citizens is illuminated through the examination of micro-foundation of innovation, learning, and macro-context of technological innovation, techno-economic paradigm, consisting of concentric innovation and wave innovation. 3 contexts of citizens as innovation actors are identified and their nature and characteristics are examined in each context: citizen-user, citizen-consumer, citizen-citizenship builder. Citizen-User can act as co-creators of new value and digital technology enables them to become prosumers who drive concentric innovation where not just product and service innovations but also business model innovations may thrive. Citizen-Consumer’s consumption practice is better to be understood as an outcome of social process rather than individual choice. Consumer’s competence, material and technological infrastructure and social meaning of the consumption practice in question are elements affecting innovation in consumption practice which is usually locked into existing practices. Material infrastructure, however, often plays a critical role in breaking it and reconstituting new practices. Citizen-Citizenship builder plays the role of innovation actors by contributing to the development of new citizenship addressing questions thrown by new scientific and technological knowledge often disrupting existing power relations, social relations, social orders, belief systems and world views. Citizens’ independent activity reconstructing rights, responsibilities and social norms regarding new scientific and technological knowledge, namely scientific citizenship and technological citizenship, greatly shapes the level of society’s ability to make transformative innovations, social innovations or system innovations.

시민을 ‘혁신 주체’로서 주목하는 전환적 혁신론, 사회 혁신론 분야의 다양한 연구에 도 불구하고 혁신주체로서의 시민의 성격과 특성에 대한 체계적이고 이론적인 검토는 부족하다. 본 글은 이를 해소하기 위해, 혁신주체로서의 시민 역량의 원천을 혁신의 미시적 기초와 거시적 맥락에 대한 논의 속에서 찾아보고, 세 가지 맥락, 즉 ‘시민-사 용자’(Citizen-User), ‘시민-소비자’(Citizen-Consumer), ‘시민-시티즌십 구성 인’(Citizen -Citizenship Builder)으로서의 시민에 대한 논의를 비판적으로 검토하여 혁신주체로서의 시민의 성격과 특성을 알아본다. 가치의 공동창출자인 시민-사용자는 디지털 기술을 활용하여 ‘프로슈머’(Prosumer)로서 역할하면서 동심원형 혁신의 주체, 비즈니스 모델 혁신의 주체로서 기능할 수 있다. 시민-소비의 ‘일상생활방 식’(Practice) 혁신은 기술을 포함한 물적 토대, 역량, 사회적 의미의 변화 등을 통해 시스템 혁신에 이를 수 있다. 종종 기존 이해관계, 권력관계, 사회질서, 세계관을 흔드 는 질문을 제기하는 과학기술지식에 대하여 시민-시티즌십 구성인은 공동체의 새로운 권리, 의무, 규범을 담아내는 과학적 시티즌십, 기술적 시티즌십을 구성함으로써 혁신 주체로서의 역할을 담당한다. 따라서, 시민은 민간 서비스 시스템 혁신 뿐 아니라 공 공 서비스 시스템 혁신에서 혁신주체로서 기여할 수 있다.
