This study analyzes the case of the Public Spaces Incubator (PSI) project to reframe the role of public service media (PSM) in the digital era and proposes a strategic direction for the digital transformation of Korean public broadcasters. As algorithms and platforms increasingly distort the public sphere, PSM must evolve from mere content providers to producers and distributors of digital public goods. PSI has developed tools such as comment visualization, perspective structuring, and real-time participation platforms, experimenting with public algorithms and deliberative models distinct from commercial platforms. Although Korean public broadcasters have adopted AI-based technologies in content management and automation, they still lack citizen-centered platform design. This study proposes a Korean prototype model featuring multidimensional opinion visualization, integration of diverse social perspectives, real-time public sphere mapping, citizen moderator systems, and participatory news production. Digital transformation should go beyond technological adoption to build democratic communication infrastructure and realize public values, with PSI offering crucial insights for this path.

본 연구는 디지털 시대 공영방송의 역할 재정립을 위해 해외 Public Spaces Incubator(PSI) 사례를 분석하고, 우리나라 공영방송의 디지털 전환 전략을 제안한다. 알고리즘과 플랫폼의 확산으로 공론장이 왜곡되는 현실에서 공영 방송은 단순한 콘텐츠 제공자를 넘어 디지털 공공재의 생산·분배자로 기능을 확장해야 한다. PSI는 댓글 시각화, 관 점 구조화, 실시간 참여 플랫폼 등을 통해 공공 알고리즘과 숙의적 공론장 모델을 실험하고 있다. 한국 공영방송도 AI 기반 기술은 확보했으나 시민참여 중심 설계는 미흡하다. 이에 본 연구는 한국형 프로토타입으로 다차원의 의견 시각화, 사회 집단 관점 통합, 실시간 공론장 지도, 시민 중재자 시스템, 참여형 뉴스 제작 등을 제안한다. 디지털 전 환은 기술 도입을 넘어 민주적 소통 인프라 구축과 공공성 실현으로 이어져야 하며, PSI는 그 방향을 제시하는 중요 한 사례가 된다.
