This study examines the effects of the administrative staff deployment program implemented under the school work efficiency policy of the Jeju Special Self-Governing Provincial Office of Education. To ensure the program’s sustainability, it is essential to verify its effectiveness. By identifying the specific areas where the program demonstrates impact, this study aims to provide insights for the future management of administrative staff. The analysis considers tasks across different school levels—kindergarten, elementary, middle, and high schools—and compares schools with and without deployed administrative staff. An online survey was conducted with teachers and administrative staff across these school levels in Jeju Province. The results indicate that the program effectively reduces teachers’ administrative workload, allowing them to focus more on teaching and student guidance, thereby contributing to the enhancement of educational quality. However, differences in perceptions among school members and related conflicts were also identified. Based on these findings, policy recommendations are proposed to address these issues and further improve the program’s effectiveness.

본 연구는 제주특별자치도교육청 학교 업무 효율화 정책에 따른 행정실무원 배치사업의 효과를 분석하는 데 그 목적이 있다. 행정실무원 배치사업이 학교 업무 효율화를 위한 지속적인 사업이 되려면 행정실무원 배치사업의 효과가 확인되어야 할 것이다. 구체적으로 어떠한 측면에서 효과가 있는지 분석함으로써 향후 바람직한 행정실무원 운영 방향 제시에 도움이 되고자 하였다. 특히, 행정실무원의 업무를 유, 초, 중, 고 학교급별로 분석하고, 행정실무원 배치교와 미배치교를 비교 분석하여 행정실무원의 배치 효과를 파악하고자 했다. 이러한 목적하에 도내 유․초․중․고등학교 교원과 행정실무원을 대상으로 온라인 설문조사를 실시하여 분석한 결과, 행정실무원 배치사업은 학교 현장에서 체감하는 교사들의 행정업무 부담을 실질적으로 경감시켜서 수업과 생활지도 등 교육활동에 집중할 수 있도록 하여 교육의 질적 향상에 기여하고 있다는 긍정적인 평가를 할 수 있었다. 다만, 학교 구성원 간 여러 인식 차이와 이로 인한 갈등이 발생하고 있음에 따라 이를 개선하기 위한 정책적 제언을 제시하였다.
