This study aims to provide foundational data for revitalizing lifelong learning in areas facing population decline by conducting a systematic needs analysis of lifelong learning in Y-gu, a depopulating area in Busan Metropolitan City. A total of 474 participants were surveyed, including 419 local residents(57 males and 362 females) and 55 lifelong learning practitioners(15 males and 40 females). For data analysis, SPSS 26.0 was utilized, employing paired sample t-tests, Borich needs assessment, and the Locus for Focus model. The study specifically analyzed the lifelong learning needs of both residents and practitioners, along with their perceptions of a learning city, using Y-gu as a case study. Based on the findings, the study suggests strategic directions for enhancing lifelong learning competencies in Y-gu and proposes policy implications to address the challenges of population decline.

본 연구는 부산광역시 내 인구소멸지역인 Y구를 사례로 하여, 체계적인 평생학습 요구도 분석을 수행하고, 이를 통해 해당 지역의 평생학습 역량 강화를 위한 방향성을 제안함으로써 인구소멸지역 내 평생학습 활성화를 위한 기초자료를 제공하고자 하였다. 이를 위해 Y구 구민 419명(남성 57명, 여성 362명)과 평생학습 실무자 55명(남성 15명, 여성 40명)을 연구대상으로 설정하여 조사를 실시 하였다. 분석 방법으로는 SPSS 26.0 프로그램을 활용하여 대응표본 t-검정, Borich 요구도 분석, The Locus for Focus 모델 분석을 적용하였다. 본 연구에서는 Y구를 사례로 하여 평생교육 프로그 램에 대한 요구를 파악하고자, Y구민과 평생학습 실무자의 평생학습 분야 및 학습도시 이미지에 대 한 요구도를 구체적으로 분석하였다. 그 결과를 바탕으로 Y구의 평생학습 정책 방향과 인구소멸 문 제에 대한 대응 방안을 제안하였다.
