The purpose of this study is to identify problems and suggest improvement measures by analyzing the operational status of the local subsidy system in Jeollabuk-do Special Self-Governing Province. The scope of the study includes the subsidy project selection process, the composition and operation of the subsidy management committee, and the performance evaluation system. As a result of the analysis, several problems were discovered and improvement measures were suggested as follows. First, it is necessary to transform the local government subsidy performance evaluation system from a department-based evaluation system to a business unit-based or beneficiary-based evaluation system. Second, the Local Government Subsidy Management Committee should consider expanding its subcommittees or utilizing a separate group of private experts. Third, to ensure that the committee can conduct a substantive review, there must be sufficient time for evaluation of selected projects, sufficient provision of verification materials, and sufficient time for evaluation. Fourth, the distribution ratio for performance indicators of local government subsidies should be increased. Fifth, it is necessary to understand the performance evaluation system not only for the working departments but also for the committee members, and in particular, it was suggested to improve expertise in performance indicators.

본 연구는 전북특별자치도의 지방보조금제도에 대한 운영 현황 분석을 통해 문제점을 파악하여 그 개선방안을 제시하는 데에 목적이 있다. 연구의 범위는 보조금사업 선정과정, 보조금관리위원회의 구성 및 운영 내용, 성과평가체계이다. 분석 결과, 여러 문제점이 발견되었고, 개선방안을 다음과 같이 제시하였다. 첫째, 지방보조금 성과평가체제를 부서별 평가체제에서 사업단위별 또는 수혜자중 심별 평가체제로의 전환이 필요하다. 둘째, 지방보조금관리위원회에서 분과위원회의 확대하거나 별도의 민간전문가집단을 활용할 것을 고려해야 한다. 셋째, 위원회에서의 실질적 심사가 이루어질 수 있도록 선별된 사업 평가, 검증자료의 충분한 제공, 평가시간의 충분한 확보가 이루어져야 한다. 넷 째, 지방보조금의 성과지표에 대한 배점 비율이 상향되어야 한다. 다섯째, 실무부서뿐만 아니라 위원 회 위원들의 성과평가체계에 대한 이해가 필요한데 특히 결과지표에 대한 전문성 제고를 제안하였다.
