Despite recent efforts in building oral archives, a clear limitation exists in effectively connecting collected materials with users. This research introduces information behavior theory from library and information science as a core analytical framework, proposing a user-centered approach in building oral history archives. Accordingly, this study examines the theoretical evolution of archival information services and information behavior research. It critically analyzes the service status of major domestic and international oral archives. The findings confirm that domestic archives are designed without sufficient consideration for users’ information needs and understanding of its contexts, creating fundamental barriers to accessibility and discoverability. As a solution, this study suggests user research methodologies, such as in-depth interviews, usability testing, and the persona technique. These methods can help identify the potential needs of oral history users and contribute to designing more intuitive and useful information services. The significance of this research lies in asserting that information service based on user research is essential for oral archives to function not merely as repositories but as vibrant platforms for historical communication, and in presenting practical strategies to maximize the ultimate purpose of oral archives, which is ‘utilization.’

최근 구술 아카이브 구축은 활발히 이루어지고 있으나, 수집된 자료가 이용자에게 효과적으로 연결되지 못하는 한계가 뚜렷하다. 이에 본 연구는 문헌정보학의 정보행 동이론을 도입하여, 구술자료 아카이브 구축이 시스템 중심에서 이용자 중심으로 관 점을 전환할 것을 제안하였다. 이를 위해 기록정보서비스의 발전 과정과 정보행동 연 구의 이론적 흐름을 고찰하고, 이를 바탕으로 국내외 구술 아카이브의 서비스 현황 및 실제 운영 사례를 비판적으로 분석하였다. 분석 결과, 대다수 아카이브가 이용자의 정보요구와 탐색 맥락에 대한 고려 없이 설계되어 접근성과 발견가능성에 근본적인 장애가 발생하고 있음을 확인했다. 본 연구는 이러한 문제 해결을 위해 심층 인터뷰, 사용성 테스트, 페르소나 기법과 같은 구체적인 이용자 연구 방법론을 제시한다. 이 방법론들은 구술자료 이용자의 잠재적 요구를 파악하고, 보다 직관적이고 유용한 정 보서비스를 설계하는 데 기여할 수 있다. 궁극적으로 본 연구는 구술 아카이브가 단순 한 기록 보존소를 넘어 살아있는 역사 소통의 장으로 기능하기 위해 이용자 연구에 기반한 서비스 설계가 필수적임을 역설하며, 구술 아카이브의 궁극적인 목적인 ‘활용’ 을 극대화하기 위한 실천적 방안을 제시했다는 데 의의가 있다.
