The purpose of this study is to analyze the job replacement potential of artificial intelligence (AI) across various occupations and to derive policy implications for white-collar workers who are expected to be significantly impacted by AI. To achieve this, an "AI-Based Job Replacement Rate Estimation Model" was developed to quantitatively estimate job replacement rates for different occupations. The variables used in the analysis include the importance values of 41 work activities from the Survey of Incumbent Workers in Korea and the replacement level values for these activities as evaluated by AI experts. The analysis revealed that AI technology exhibits high replacement potential in cognitive tasks such as information processing and data analysis, while occupations requiring physical tasks and interpersonal interactions were found to have lower replacement risks. As of 2024, white-collar jobs are more heavily impacted by AI compared to blue-collar jobs, and this impact is expected to intensify over the next three years. Policy implications proposed by this study include expanding opportunities for AI utilization, revising education, training, and qualification systems to align with AI integration, and enhancing skill development and work experience opportunities for low-skilled workers.

본 연구는 AI(인공지능)에 의한 직업별 직무 대체 가능성을 분석하고, AI로 인해 큰 영향을 받을 것으로 예상되는 화이트칼라 근로자를 위한 정책적 시사점을 도출하는 것을 목표로 한다. 이를 위해 ‘AI에 의한 직무대체율 추정 모형’을 개발하여 직업별 직무대체율을 정량적으로 추정하였다. 분석에 사용된 변수는 <한국직업정보 재직자조사>의 41개 업무활동 중요도 값과, AI 전문가가 평가한 해당 업무활동의 대체 수 준 값 등이다. 분석 결과, AI 기술은 정보 처리와 데이터 분석 등 인지적 업무에서 높은 대체 가능성을 보 였으며, 신체적 작업과 상호작용이 중요한 직업에서는 대체 비율이 낮은 것으로 나타났다. 2024년 현재, 화이트칼라 직종은 비화이트칼라보다 AI의 대체 영향을 더 크게 받고 있으며, 3년 후 이 영향은 더욱 확 대될 것으로 예상되었다. 정책적 시사점으로는 AI 기술 활용 기회 확대, 맞춤형 교육·훈련과 자격 체계 개 편, 저숙련자의 숙련 발전 및 직무 경험 기회 확대 등이 제안되었다. 또한, 화이트칼라 근로자를 위한 직 무 전환 및 고용 안정 정책 강화, AI 시대에 대응한 미래 역량 교육 및 진로교육, AI에 의한 직무 대체 가 능성을 고려한 인력수급 조절, 직무·역량 변화에 대한 선제적 발굴 및 예측 조사 체계 구축 등의 필요성이 강조되었다.
