The purpose of this study was to examine the perceptions of sports organizations regarding changes in the government’s budget execution system for the public sports sector, and to provide basic data related to sports finance. A focus group interview (FGI) was conducted to develop the questionnaire, which was then used for in-depth interviews with representatives from provincial and municipal sports councils as well as sports federations. The findings were as follows. First, the shift of the budget execution system toward a local government-centered model was perceived to weaken the expertise of sports federations, exacerbate the focus on popular sports, and marginalize less popular sports, raising concerns over their potential decline. Second, the weakening role of local sports councils, coupled with abrupt changes in budget structure, was perceived to increase confusion and administrative burdens in the field. Third, disparities in local government financial capacity were recognized as a potential cause of widening gaps in sports welfare between regions. Fourth, it was perceived that to ensure universality and diversity in public sports as a basic right of citizens, stable budget support and the establishment of a cooperative system between central and local governments are essential.

본 연구는 정부의 생활체육부분 예산 집행 체계 변화에 따른 체육조직의 인식을 알아보고 체육재정 관련 기초자료 를 제공하는데 본 연구의 목적이 있겠다. 연구방법은 집중집단면접을 통해 질문지를 도출하였으며, 도출한 질문지로 시도 체육회와 종목단체 관계자를 대상으로 심층면담기법을 사용하며 아래와 같은 결론을 얻을 수 있었다. 첫째, 예산 집행 체계가 지자체 중심으로 전환되면서 종목단체의 전문성 약화 및 인기종목 위주의 운영 심화로 비인기종목이 소외되고 종목 고사 우려가 인식되었다. 둘째, 지방체육회의 기능 약화와 함께 급작스러운 예산 구조 변화로 인한 현장 혼란과 행정 부담이 증가하고 있음을 인식하였다. 셋째, 지자체별 재정 여건 차이로 인해 스포츠 복지의 불균형과 지역 간 격차가 심화 될 가능성이 있다고 인식하였다. 넷째, 생활체육이 국민의 기본 권리로서 보편성과 다양성을 확보하기 위해서는 안정적인 예산 지원과 중앙과 지방 간 협력체계 구축이 필요하다는 인식이 도출되었다.
