This study investigates the underlying causes of the Managerial Crisis at the Korea Land and Geospatial Informatix Corporation(LX) and examines the subsequent efforts undertaken to restore operational stability. The objective is to derive policy recommendations conducive to the sustainable and stable management of public institutions. To this end, the study first conducts a comprehensive analysis of the factors contributing to the Managerial Crisis at LX. Second, it evaluates the outcomes and limitations of the crisis management and normalization initiatives. Third, expert interviews are employed to identify critical success factors for overcoming institutional crises. Fourth, a comparative analysis is conducted on institutions with similar structural characteristics to extract relevant implications. Finally, the findings are synthesized to propose policy directions aimed at enhancing crisis resilience and promoting long-term institutional stability. The results of this study will provide implications for public institutions experiencing managerial crises to overcome the crisis promptly and achieve sustainable development.

이 연구는 한국국토정보공사의 경영위기 발생원인과 극복노력을 살펴보고 독립채산제․기술용역형 구조를 가지는 공공기관이 안정적인 기관 운영을 위해 견지해야 할 정책적 방향성을 도출하는 것을 목적으로 한다. 이러한 연구목적 달성을 위해 첫 번째, 한국국토정보공사의 경영위기 발생원인을 심층적으로 검토하였다. 두 번째, 경영정상화 추진과정의 성과와 한계점을 검토하였다. 세 번째, 경영위기 극복을 위해 필요한 요인발굴을 위해 국토정보․기획경영 분야의 전문가 의견을 수렴하였다. 네 번째, 한국국토정보공사와 유사한 공공․민간기관 (기술용역형 기관)의 경영 및 재무적 특성을 비교분석하고. 시사점을 도출하였다. 다섯 번째, 상기의 검토․분석한 내용을 종합적으로 연계하여 한국국토정보공사의 경영위기 극복과 안정적 기관 운영을 위해 필요한 정책적 방향성을 제안하였다. 이 연구의 결과는 경영위기 를 겪고 있는 공공기관이 위기를 조속히 극복하고 지속가능한 발전을 달성하기 위한 시사점을 제공할 것이다.
