This study discusses the appropriateness of "health education" conducted in schools from the perspective of the general curriculum. From the viewpoint of the general curriculum—which plays a neutral role in adjusting the relationships among different subjects or areas when developing the national curriculum—this study critically examined, through literature analysis, various arguments raised in relation to health education. The findings revealed several challenges: overlap with other subjects addressed in the national curriculum under the Enforcement Decree of the Elementary and Secondary Education Act, ambiguity in the function of school health, and difficulties in establishing the role and expertise of health teachers. Based on these results, the study makes the following suggestions. First, health education related to student well-being will be more effective when addressed in an integrated manner within and across other subjects. Second, school health must necessarily be linked with the local community, and this role should be undertaken by health teachers who have developed their expertise through proper training courses. Third, to strengthen the professionalism of health teachers, it is necessary to go beyond improvements in pre-service training and to establish a system of continuous, tailored professional development and institutional support, thereby ensuring balanced performance of both educational and medical roles under national-level integrated management.

이 연구는 학교에서 이루어지고 있는 ‘보건교육’에 대한 교육과정 총론 관점에서의 적절성을 논의하는 연구이다. 국가 교육과정을 개발할 때, 중립적인 위치에서 각 교과 나 영역 간의 관계를 조정하는 역할을 하는 교육과정 총론의 관점에서, 문헌 분석을 바 탕으로 보건교육과 관련하여 주장되는 다양한 논의를 살펴보고, 이에 대해 비판적으로 논증하였다. 연구 결과, 보건교육과 관련한 난점으로는 초·중등교육법 시행령에 의해 국가 교육과정 상에서 다루어지고 있는 다른 교과와의 관계에서 나타나는 중복성, 학 교보건이라는 기능의 불명확성, 보건교사 역할 및 전문성 확립의 어려움이 도출되었 다. 연구 결과를 바탕으로 다음과 같이 제언하였다. 첫째, 건강과 관련된 보건교육은 현재 존재하는 교과 내, 교과 간에서 통합적인 방식으로 다루어질 때 효과적일 것이다. 둘째, 학교보건은 반드시 지역사회와의 절대적인 연계가 필요하고, 이 역할을 적절한 양성과정에서 전문성을 키운 보건교사가 담당할 필요가 있을 것이다. 셋째, 보건교사 의 전문성 강화를 위해서는 단순한 양성과정 개선을 넘어, 지속적·맞춤형 연수 체계와 제도적 지원을 마련하여 교육자와 의료인의 역할을 균형 있게 수행할 수 있도록 하는 국가 차원의 통합적 관리가 필요하다.
