This research conceptualizes the identity and role of ROK military chaplains as ‘being of ministry’ and ‘ministry of being’ and examines them based on the above conceptualization. Military chaplains are ministers of existential pastoral care who go beyond the functional and professional existence of being in charge of pastoral care such as worship, Holy sacraments, preaching, Bible study, prayer, evangelism, discipleship training, visitation, pastoral counseling, church administration and miscellaneous ceremonies, and who always exist with soldiers to provide comfort, trust and spiritual stability. This is based on the theology of ‘Immanuel,’ which symbolizes the presence of God, and its theological prototype can be confirmed in the pastoral theology of the good shepherd when he is with the sheep in John 10:11, and the companionship ministry of the Apostle Paul based on the Acts of the Apostles and 2 Timothy. Historically, military chaplains have been present on the battlefield, providing courage and comfort to soldiers, from the ancient Roman army and the medieval Crusades to the modern British and American armies. In addition, as a ministry based on relationships, the chaplain acts as an ‘emotional refuge’ for soldiers due to their frequent visibility and easy accessibility. This provides a psychological and spiritual safety zone where soldiers can express their feelings and thoughts to the chaplain and receive comfort, support and encouragement regardless of the rigid hierarchical relationship and command structure. The ‘ministry of being’ is explained through the concepts of ‘vicarious religion’ and ‘diffusive Christianity’ as a preliminary stage of evangelism. The existence of a military chaplain goes beyond the symbolic meaning of a priest performing holy work in a chapel, and can be said to be a spiritual sign that allows soldiers to experience human dignity and God’s companionship that are not abandoned even in combat situations. As in the case of the US military, military chaplains sharing daily spaces with soldiers and accompanying them at all times is an example of ontological ministry and enhances the morale and solidarity of the entire unit. In conclusion, this research suggests through literature and theological analysis that today’s military chaplains are not just performers of religious rites, but ontological ministers who provide care and healing with their very existence, and that the ‘ministry of existence’ is what the military demands and is the core of military ministry.

이 연구는 군종목사의 정체성과 역할의 본질을 ‘사역의 존재’(being of ministry)와 ‘존재의 사역’(ministry of being)으로 개념화하여 이를 중심으로 고찰한 문헌연구이다. 군종목사는 군대에서 예배, 성례, 설교, 성경공부, 기도, 전도, 제자훈련, 심방, 상담, 행 정, 예식 등 목회돌봄을 담당하는 기능 및 직무적 존재이다. 또 군종목사는 장병들이 있는 곳이라면 어디든지 그들과 항상 함께 존재함으로써 그들에게 위로와 신뢰, 심리 영적 안정감을 제공하는 실존적 돌봄의 사역자이다. 이는 하나님의 임재를 상징하는 ‘임마누엘’ 신학에 근거하며, 목자가 양들과 함께 존재해야 한다는 목양신학, 그리고 바울서신에 근거한 사도 바울의 동행적 사역에서 그 신학적 원형을 확인할 수 있다. 고대 로마군과 중세 십자군, 근대 영국군과 미군에 이르기까지 전투 현장에 군종목사 는 장병들과 함께하며 그들에게 용기와 위안을 제공해 왔다. 미 육군 야전교범은 군 종목사의 ‘존재’ 자체가 장병에게 신뢰, 용기와 회복의 기초가 된다고 명시하며, 군종 목사는 장병들의 병영 생활공간(취사장, 훈련장, 교육장, 생활관 등)에 자주 출현하는 ‘존재의 사역’을 담당해왔다. 또한 장병의 눈에 자주 띄는 가시성과 쉽게 접근하는 접 근성은 관계기반적인 사역으로서 장병들의 ‘감정 대피소’ 역할을 하게 된다. 이는 장 병들이 경직된 상하관계 및 지휘체계와 무관하게 자신의 감정과 생각을 군종목사에게 토로하고 위로, 지지, 격려받을 수 있는 심리정서적 안전지대를 제공하게 되는 것이 다. ‘존재의 사역’은 복음전도의 전 단계로서 ‘대리적 종교’(vicarious religion)와 ‘확산 적 기독교’(diffusive Christianity)의 개념을 통해 설명된다. 군종목사의 존재는 단지 예배당에서 거룩한 일을 수행하는 성직자라는 의미를 넘어, 전투 상황 속에서도 포기 되지 않는 인간 존엄과 하나님의 동행을 군인들에게 체험시키는 영적 표지라 할 수 있다. 군종목사의 가시성은 부대 공동체의 통합성과 전투력 유지에도 기여한다. 미군의 사례처럼 군종목사가 장병들과 일상 공간에서 상시 동행하는 것은 존재론적 사역 의 본보기며, 부대 전체의 사기와 연대감을 증진시킨다. 결론적으로, 오늘날 군종목사 는 종교의례 수행자에 머무르지 않고, 존재 자체로 돌봄과 치유를 제공하는 ‘존재의 사역’은 군이 요청하는 바이고, 군 목회의 핵심임을 제시하였다.
