This study aimed to deeply explore the experiences of integrated case management practitioners in the public sector who address mental health issues. Focus group interviews were conducted with ten practitioners, divided into two groups: five integrated case managers and five administrative personnel from welfare centers responsible for integrated case management. Data were analyzed using Braun and Clarke’s (2006) thematic analysis, leading to the identification of four main themes: (1) structural dilemmas, (2) recurring crises and diminished professional confidence, (3) conflict between recognizing limitations and the desire for growth, and (4) aspiration for sustainable practice. Participants reported experiencing both trust and constraints linked to their roles in public institutions when dealing with complex mental health challenges. Although they felt they lacked formal mental health specialization, they actively sought to enhance their professional competence. Additionally, they expressed a strong need for practical skills, mental health knowledge, and comprehensive support systems. Based on these findings, the study recommends: (1) structural improvements in public sector case management, (2) the development of field-oriented training systems to strengthen practitioner competencies, and (3) the establishment of institutional and psychological support mechanisms to encourage sustainable practice.

본 연구는 공공부문에서 통합사례관리 업무를 수행 인력이 정신건강 문제에 개입하는 실천경험을 심층 적으로 탐색하는 것을 목적으로 하였다. 이를 위해 통합사례관리사 5명과 행정복지센터 통합사례관리업무 담당자 5명, 총 2개 그룹 10명의 포커스그룹인터뷰(FGI)를 실시하고, 주제분석 방법에 따라 분석하였다. 그 결과 ‘구조적 딜레마’, ‘반복되는 위기와 전문가적 확신의 흔들림’, ‘한계 인식과 성장 의지 사이의 갈 등’, ‘지속 가능한 정신건강 실천을 위한 갈망’의 4개 주제가 도출되었다. 연구참여자들은 복합적 정신건강 문제와의 일상적 접촉 속에서 공공기관 정체성이 주는 신뢰와 제약을 동시에 경험하였으며, 반복적 위기와 비전문가로서의 한계 의식 속에서도 전문성 향상을 위한 자발적 노력을 지속하고 있었다. 또한 현장에서 즉시 활용 가능한 실무기술, 정신건강 전문지식, 포괄적 지원체계 마련을 요구하였다. 이러한 결과를 바탕 으로, 공공부문 사례관리의 구조적 개선, 통합 사례관리 수행인력 전문성 강화를 위한 교육 시스템 마련, 지속 가능한 실천을 위한 조직 차원의 변화가 필요함을 제언하였다.
