This study aims to evaluate the effectiveness of the Customized Care Service for Older Adults in rural areas in fulfilling its preventive care objectives as outlined in policy goals. To achieve this, we conducted an Importance-Performance Analysis (IPA) and Focus Group Interviews (FGI) with implementing organizations. The results indicated that the sub-services within the Individualized Support Service for Older Adults are designed to monitor the well-being of older adults and enhance their ability to maintain physical and mental functions, thereby aiding in the prevention of deterioration. However, structural limitations in rural areas led to discrepancies between perceived importance and actual service performance, highlighting several areas for improvement. Based on the findings from the IPA and FGI, this study recommends practical and policy actions to strengthen the preventive care function of the Customized Care Service for Older Adults in rural areas.

본 연구의 목적은 농촌지역의 노인맞춤돌봄서비스가 정책 취지에 따른 예방적 기능을 충실히 수행하고 있는가를 살펴보는 것이다. 이를 위해 경상남도 농촌지역의 노인맞춤돌봄서비스 수행기관을 대상으로 업무 에 대한 중요도-수행도 분석(IPA)과 초점집단인터뷰(FGI)를 실시하였다. 그 결과 노인맞춤돌봄서비스에서 제공되는 안전지원, 사회참여, 생활교육, 일상생활지원, 연계서비스는 이용자의 상태를 확인하고 노인의 기능과 건강유지를 위한 역량을 강화하여 악화를 예방할 수 있도록 구조화되어 있음을 확인할 수 있었다. 다만, 현실적으로 예방을 담보하기 어려운 운영 구조와 농촌지역의 특성이 가지는 구조적 한계에 따라 사 업에 대한 중요도와 수행도 간의 간극이 존재하고 있으며 개선되어야 할 실천과제를 가지는 것으로 나타났다. 이에 IPA 결과와 FGI를 통한 해석과 논의를 바탕으로 경남 농촌지역 노인맞춤돌봄서비스의 예방적 돌봄 기능 강화 방안을 위한 실천 및 정책적 제언을 도출하였다.
