Japan's revision of the Natural Parks Act in 2022 was made in response to the demands of the times for a decrease in population, a change in travel patterns according to various needs, and a change in perception of the use of the natural environment. It is characterized by the ‘Circular Cycle of Protection and Use' as a keyword for natural parks that have been managed with more weight on protection. In other words, the core of the revision is to improve the value as a local resource suitable for stay–type tourism by protecting and utilizing nature at the same time. In the process of managing and utilizing natural parks, it is also characterized by the emphasis on a cooperative system with local communities, such as establishing a plan by a council composed of local related private businesses. If the plan to promote natural experience activities and improve the maintenance of use bases is recognized by the Minister of Environment or the prefectural governor, it is also a major change in the revision of the law to simplify the procedure to enable it without permission for the implementation of the project. It is noteworthy that the revision of the Natural Park Act has legally given the community a role as a true subject in natural park management, and the community has changed to have greater authority and respond quickly and actively to natural park management and utilization.

2022년 일본의 자연공원법 개정은 인구 감소, 다양한 니즈에 따른 여행 형태의 변화, 자연 환경 활용에 대한 인식 변화 등에 대한 시대적 요구로 이루어진 것이며, 이제까지 보호에 더 욱 무게를 두고 관리해왔던 자연공원에 대해 ‘보호와 이용의 선순환’을 키워드로 내세우고 있다는 것이 특징이다. 즉 개정의 핵심은 자연을 보호하는 동시에 활용함으로써 체재형 관광 에 적합한 지역 자원으로서의 가치를 향상시키겠다는 점에 있다. 또한 자연공원을 관리하고 활용하는 과정에 있어, 지역의 관련 민간사업자로 구성된 협의 회가 중심이 되어 계획을 수립하도록 하는 등 지역사회와의 협력 체계를 중시하고 있다는 점 도 특징으로 들 수 있다. 그리고 자연체험활동 촉진계획과 이용거점 정비개선 계획에 대해 환경부 장관이나 도도부현 지사의 인정을 받은 경우에는 사업실시에 따른 인허가 없이 가능 하도록 절차를 간소화한 것도 법 개정의 큰 변화라고 할 수 있다. 이와 같이 자연공원법 개정으로 인해 자연공원 관리에 있어서 지역사회가 진정한 주체로 서의 역할을 법적으로 부여받았으며, 지역사회는 더욱 큰 권한을 가지고 자연공원 관리와 활 용에 있어 신속하고 능동적으로 대처할 수 있도록 변화했다는 점 등이 주목할 만 하다.
