This study analyzes the evolution of Korea–Japan relations over the 60 years since the normalization of diplomatic ties in 1965, focusing on structural changes in the international system and their impact on bilateral dynamics. It identifies key variables influencing Korea–Japan relations— the international system, power balance, domestic regimes, and leadership—and shows how their interplay has shaped the relationship through four major periods: the Cold War, post–Cold War, US– China strategic competition, and the era of global polycrisis. The research highlights a fundamental shift from a vertical, asymmetric relationship to a horizontal, more equal partnership as South Korea achieved economic development and democratization. The paper also explores the recurrence of historical and territorial disputes and analyzes the emergence of strategic cooperation in response to complex global crises after 2023. The study argues that while recent improvements in Korea–Japan ties are substantial, sustaining progress requires careful management of contentious historical issues, expanded people–to–people exchange, and wider public support. Ultimately, a new joint vision for partnership is recommended to solidify strategic cooperation amid ongoing regional and global uncertainties.

본 연구는 1965년 한일 국교 정상화 이후 60년 간의 한일관계 변화를 국제체제의 구조적 변화와 그 영향에 초점을 맞추어 분석한다. 한일관계에 영향을 미쳐온 핵심 변수로 국제체제, 세력 균형, 국내 정치체제, 그리고 지도자의 역할등을 제시하고, 이들이 상호작용하며 관계를 어떻게 형성해왔는지를 냉전기, 탈냉전기, 미･중 전략 경쟁기, 그리고 글로벌 복합위기 시대 로 구분해 살펴본다. 특히 한국의 경제 발전과 민주화 과정을 거치며 한일관계가 수직적이고 비대칭적인 관계에서 점차 수평적이고 대등한 파트너십으로 전환된 근본적 변화를 강조한다. 또한 역사 문제와 영토 갈등이 반복적으로 재현되어 온 양상을 검토하는 동시에, 2023년 이 후 복합적 글로벌 위기에 대응하기 위한 전략적 협력의 등장도 분석한다. 본 연구는 최근 한 일관계 개선이 상당한 진전을 보이고 있으나, 이를 지속하기 위해서는 역사 현안의 신중한 관리, 민간 교류 확대, 그리고 광범위한 대중적 지지가 필요함을 주장한다. 궁극적으로 지역 및 글로벌 불확실성이 지속 되는 가운데 전략적 협력을 공고히 하기 위해 새로운 한일 공동 파트너십 비전을 제시한다.
