This study analyzed the transformation of Korea–Japan economic cooperation under the structural reconfiguration of the international trade order. From an asymmetric division of labor centered on Japan, the relationship shifted with Japan's 2019 export restrictions, which revealed industrial vulnerabilities and the risks of supply chain dependence. Since then, in key sectors such as semiconductors, batteries, and digital trade, horizontal competition has coexisted with mutual complementarity, while U.S.–China rivalry and supply chain realignment have reshaped the foundations of cooperation. The findings highlight the need to move beyond short–term industrial interests and align mid– to long–term strategic objectives. Institutionalizing a strategic complementary partnership across supply chains, technology, digital governance, climate, and finance would enhance resilience and autonomy, while positioning both countries as proactive actors in Indo–Pacific economic security governance and the reshaping of global trade norms.

본 논문은 국제통상질서의 구조적 전환 속에서 한일 경제협력의 변화와 정책 대응 방향을 분석한다. 일본 중심의 비대칭적 분업구조로 출발한 양국 관계는 2019년 일본의 수출규제를 계기로 구조적 전환을 맞았으며, 이는 과거사와 정치 갈등이 결합된 사건으로 산업 취약성 과 글로벌 공급망 상호의존성을 부각시켰다. 이후 반도체･배터리･디지털 통상 등 전략산업 에서 수평적 경쟁과 상호보완이 병존하는 구조로 이행하였고, 미중 전략경쟁과 공급망 재편 이 협력의 기반을 재구성하고 있다. 한일 경제협력은 단기 산업 이해를 넘어 중장기 전략이 익의 정렬을 지향해야 한다. 공급망, 기술, 디지털, 기후, 금융을 포괄하는 전략적 보완관계 가 단계적으로 제도화될 때, 양국은 불확실성이 증대하는 국제질서 속에서도 안정성과 자율 성을 확보하며, 인도–태평양 경제안보 거버넌스의 설계자이자 실행자로서 공동 기여할 수 있을 것이다.
