The 12.3 Emergency martial law shocked the people and was perceived as a challenge to democracy. In addition, it cannot be denied that the military became the main force in trampling on the Constitution by going into action in support of the martial law. Therefore, this study aimed to analyze the motives of the military measures taken by the 12.3 Emergency martial law from the perspective of military culture. As a result of the study, first, the formation factors of the military culture were derived from three factors with high citation indices: values and norms, traditions and customs, and organization and operation, through keyword and meaning analysis of the results of scholars’ previous studies. Second, the military’s performance of its mission ultimately resulted in trampling on the Constitution and destroying democracy. This can be evaluated as a deviant expression of the military culture of distorted values and norms, traditions and customs, and the characteristics of the military organization that was used politically and authoritarian operation that had been latent since the birth of the Korean military after liberation. Third, the direction of the development of the Korean military culture should be to establish a proper military culture through the establishment of military professionalism as the military of the people. This study is significant in that it analyzed the military's actions during the 12.3 Emergency martial law emergency by focusing on the military cultural formative factors rather than analyzing specific organizations, individual elements, or phenomena, thereby analyzing the motives behind the military's actions and suggesting the direction for the development of military culture.

12.3비상계엄은 국민들에게 충격을 주었고 민주주의에 대한 도전으로 인식되었다. 더불어 군이 비상계엄에 동조하여 출동함으로써 헌정 유린의 주도세력이 된 것은 부인할 수 없다. 따라서 본 연구는 12.3비상계엄을 군대문화적 관점에서 군사적 조치의 동인(動因)을 분석 하고자 하였다. 연구 결과 첫째, 군대문화의 형성요인은 학자들의 선행연구 결과를 키워드와 의미 분석을 통해 인용지수가 높은 가치와 규범, 전통 및 관습, 조직 및 운영의 3가지 요인으로 도출할 수 있었다. 둘째, 군의 임무수행은 결국 헌법을 유린하여 민주주의를 파괴하는 결과를 초래 하였다. 이는 해방 이후 한국군의 태생에서부터 잠재되어 있던 왜곡된 가치와 규범, 전통과 관습 및 정치적으로 이용된 군 조직의 특성과 권위주의적 운영이라는 군대문화의 일탈적 표 출이라고 평가할 수 있다. 셋째, 한국군의 군대문화의 발전방향은 국민의 군대로서 군 전문 직업주의 정착을 통해 올바른 군대문화를 정착시켜가야 한다. 본 연구는 12.3비상계엄 시 군의 조치를 특정 조직, 개별적 요소나 현상 분석이 아닌, 군 대문화적 형성요인을 중심으로 분석하여 군 조치의 동인(動因)을 분석하고 군대문화의 발전 방향을 제시했다는데 의의가 있다.
