The United States overlooked the importance of stabilization operations, as evidenced by its failed wars in Afghanistan and Iraq. The South Korean military sought to propose a developmental direction for civil-military operations (CMO) in North Korea by analyzing its own Vietnam War experience and U.S. CMO in Iraq, especially in the context of a sudden regime collapse in the North. The study identified threat perception, operation performance concept, and organizational structure as key elements of CMO. These were analyzed as variables through literature review and operational evaluation. Effective CMO requires separating residents from insurgents, integrating civilian aid, psychological operations, and military action, while success depends on forming joint military units with mobility, firepower, and protection. Thus, distinguishing between resistance forces and civilians, executing integrated operations, and organizing optimal mission units are crucial for North Korean CMO. This study is meaningful in identifying core components, drawing implications from Korea-U.S. CMO cases, and suggesting operational development. It is hoped that the findings contribute to concrete and practical strategies for future CMO execution.

미국은 아프가니스탄과 이라크에서 안정화작전의 중요성을 간과하여, 결국 두 전쟁 모두 실패로 이어졌다. 북한 급변사태 시 한국군은 주민의 협력을 유도하기 위한 노력이 필요하 며, 본 연구는 이를 위해 한국군의 베트남전과 미군의 이라크전 민군작전 사례를 분석하여 북한지역에서 효과적인 민군작전 수행을 위한 발전방향을 제시하였다. 선행연구와 작전수행 측면에서 위협인식, 작전개념, 조직편성을 민군작전의 핵심요소로 도출하여 이를 변수로 분석하였다. 사례분석 결과, 민군작전의 성공을 위해서는 주민과 반군 을 분리하고 충분한 병력을 투입하며, 대민지원·민사·군사작전을 통합적으로 수행해야 함을 확인할 수 있었다. 또한 기동력, 화력, 방호력을 갖춘 제병협동부대의 편성이 필수적이었다. 따라서 북한지역에서의 민군작전은 저항세력과 주민의 구분, 통합된 작전수행, 그리고 이를 수행할 조직편성이 준비되어야 한다. 본 연구는 유사시 북한지역에서 수행될 수 있는 민군작전에 대해 핵심요소를 도출하고, 이를 바탕으로 한미 민군작전 사례를 분석하여 작전수행 측면에서의 발전 방향을 제시했다 는 점에서 의의가 있다.
