This study explores the background of military reforms during the Xi Jinping era, analyzes the first and second phases of the organizational restructuring of the Chinese military(People’s Liberation Army, PLA) for the conduct of future warfare, and derives policy implications for the strong implementation of defense reform under the Lee Jae-myung administration. Under Xi Jinping, China has pursued the realization of the “Chinese Dream” and the “Strong Military Dream” by modernizing its military strategy to secure victory in local wars under informatized conditions. The core of this restructuring goes beyond improving organizational efficiency. It aims to transform the PLA into a technology-centric military prepared for future warfare, provide an institutional foundation that links national scientific and technological capabilities with military power, and secure strategic initiative in the evolving global security architecture through the development of independent forces in new domains. Drawing on the PLA’s restructuring experience, the Republic of Korea military should formulate forward-looking military strategies and operational concepts tailored for future warfare; significantly enhance operational capabilities in emerging domains such as cyber, space, and the cognitiv/psychological spheres; and proactively cultivate game-changing capabilities by integrating cutting-edge technologies across the defense and civilian sectors.

본 연구는 시진핑 시대 군 개편의 배경에 대하여 알아보고 미래전 수행을 위한 중국군의 1·2차 부대구조 개편을 분석하여 제시하였으며 새 정부의 강력한 국방개혁 추진을 위한 정 책적 함의를 도출해 보았다. 오늘날 미국은 급부상하는 중국이 자국의 전략적 우위를 위협한다고 인식하며 이에 따라 미·중 패권경쟁이 심화되고 있다. 시진핑 시대의 중국은 ‘중국몽’과 ‘강군몽’ 실현을 목표로 정보화 조건하에서 국부전쟁 승리를 위한 군사전략을 최적화하고 이를 구현하기 위한 중국 군 부대구조를 개편해 왔다. 이 개편의 핵심은 군 조직 효율화를 넘어 미래전에 대비한 기 술 중심의 군구조로 진화하고 국가 차원에서 과학기술 역량을 군사력으로 연결시키는 조직 적 기반을 제공하며 글로벌 안보구조 개편 속에서 신영역 병종 독립을 통해 전략적 주도권 을 확보하겠다는 것이다. 한국군은 중국군의 개편 사례를 토대로 미래전 대비 군사전략 및 작전개념을 발전시키고 사이버, 우주 및 인지·심리 영역 등 신영역 작전수행 역량을 획기적으로 강화하며 첨단 군사 기술 기반의 군구조로 전환하여야 한다.
