This study aims to identify the post-pandemic changes and future outlook of social economy enterprises following the COVID-19 pandemic and to derive practical and policy implications for enhancing their sustainability. To this end, the Delphi method was employed, with a panel composed of practitioners in the social economy sector. Data were collected and analyzed over two rounds. In the first round, open-ended questions were used to gather diverse opinions on the changes and prospects of social economy enterprises. Based on these responses, the second round presented closed-ended items, and mean values and Content Validity Ratios(CVR) were calculated to identify valid items. The analysis revealed that social economy enterprises have faced structural threats since the pandemic, including increased demand for care services, insufficient responses to the climate crisis, lack of adaptation to changes in consumption patterns, reduced government support, and shifts in policy direction. Furthermore, concerns were raised about identity confusion, political uncertainty, and deteriorating management conditions, all of which could undermine the sustainability of these enterprises. Based on these findings, this study presents the following practical and policy suggestions: (1) development of business models to respond to the growing demand for social care, (2) strengthening of climate crisis response capabilities, (3) establishment of a mid- to long-term support system, (4) formulation of management strategies reflecting digital transformation, and (5) promotion of entrepreneurship and demand-based expansion strategies. This study is significant in that it provides a practical perspective on the post-pandemic changes and prospects of social economy enterprises through the collective intelligence of practitioners themselves.

본 연구는 코로나19 팬데믹 이후 사회적경제기업의 변화 양상과 향후 전망을 파악하고, 이를 바탕으로 사회적경제기업의 지속가능성 제고를 위한 실천적·정책 적 함의를 도출하는 것을 목적으로 한다. 이를 위해 사회적경제기업 종사자들을 패널로 구성하여 델파이 연구방법을 적용하였으며, 총 2회에 걸쳐 자료를 수집하고 분석하였다. 1차 조사에서는 개방형 질문을 통해 사회적경제기업의 변화와 전망에 관한 다양한 의견을 수렴하였고, 이를 기반으로 구성한 2차 조사에서는 폐쇄형 문항에 대한 동의 수준을 바탕으로 평균값과 내용타당도 비율(CVR)을 산출하여 타당한 항목을 도출하였다. 분석 결과, 팬데믹 이후 사회적경제기업은 돌봄 수요의 증대, 기후 위기 대응의 미흡, 소비패턴 변화에 대한 적응 부족, 정부 지원 축소 및 정책 기조 변화 등 구조적 위협에 직면하고 있음이 확인되었다. 향후 전망과 관 련해서는 정체성 혼란, 정치적 불확실성, 경영 여건 악화 등이 사회적경제기업의 지속가능성을 저해할 수 있다는 우려가 제기되었다. 이러한 결과를 바탕으로 본 연구는 첫째, 사회적 돌봄 수요에 대응하는 비즈니스 모델 개발, 둘째, 기후 위기 대응 역량 강화, 셋째, 중장기적 지원체계 구축, 넷째, 디지털 전환을 반영한 경영 전략 마련, 다섯째, 창업 및 수요 기반 확대 전략 추진 등의 실천적·정책적 제언을 제시하였다. 본 연구는 사회적경제기업 당사자의 집단지성을 통해 코로나19 팬데 믹 이후의 변화와 전망을 실질적으로 조망하였다는 점에서 의의가 있다.
