The purpose of this study is to examine universities’ strategies for innovating general education and to identify future directions for reform. To this end, the 2022 second-phase business plans of the University Innovation Support Project submitted by 28 universities in the Chungcheong region were analyzed. A typological framework was developed to categorize strategies across four domains: organizational structure, personnel, curriculum, and quality management. Based on this framework, the study conducted a typological analysis of the general education innovation strategies outlined in the plans. The results indicated that curriculum-related initiatives were most prominent, followed by those related to quality management, organizational restructuring, and personnel policies. Drawing on these findings, the study proposed key future tasks for general education reform, including establishing a more coherent system, implementing learner- and content-responsive teaching and learning methods, enhancing quality assurance mechanisms, and improving the internal and external visibility of general education.

본 연구는 대학혁신지원사업 사업계획서를 토대로 대학의 교양교육 혁신 전략을 탐색하고, 향후 교양교육의 혁신 과제를 도출하는 데 목적이 있다. 연구 목적을 달성하기 위하여 충청권 소재 대학 28개교의 2022년 대학혁신지원 2주기 사업계획서를 분석 대상으로 설정하였다. 해당 자료를 대상으로 조직(조직 신설, 인프라 개선), 인사, 교육과정(체계 개편, 교과목 개발, 특화 교육, 공유․협력), 질 관리 영역에 대한 유형 분석 준거를 마련하고, 사업계획서에 제시된 교양교육 혁신 전략에 대한 유형적 분석을 실시하였다. 연구 결과, 대학혁신지원사업 사업계획서에 교양교육과정 영역 혁신의 비중이 가장 높았으며, 그 다음으로 질 관리, 조직, 인사의 순으로 확인되었다. 구체적으로 충청권 대학들의 교양교육 혁신은 학생 선택권을 확보하고 다양한 교육 수요에 부합하는 교과목 개발을 중심으로 이루어지고 있었 으며, 공유대학을 통한 교양교육 혁신도 제시되었다. 한편, 인사 영역이 가장 적은 분포를 차지하고 있다는 점은 교양교육의 구조적 위상에 대한 논의가 크게 다루 어지고 있지 않음을 시사한다. 이상의 내용을 토대로 교양교육에 대한 체계를 마련하고 학습자와 내용 특성을 고려한 교수-학습 방법 설정, 질 관리 방안, 대내외적 위상 개선 등에 대한 혁신 과제를 도출하였다.
