This study analyzes the inevitability and duality of gongzhi (共治, co-governance) and pengdang (朋黨, factionalism) in the Song Dynasty, focusing on the discourses of Ouyang Xiu and Su Shi. The ideal of Tongzhi Tianxia (同 治天下) emphasized both vertical harmony between ruler and minister and horizontal harmony among officials. Within this framework, pengdang emerged as a mechanism for coordinating opinions—viewed either as a disruptive force or as a platform for public discourse essential to gongzhi. Ouyang Xiu’s On Factions distinguishes between junzi (君子) and xiaoren (小 人) factions, arguing that morally principled groups constitute a forum for public deliberation. Su Shi’s Further Remarks on Ouyang’s On Factions, in contrast, highlights the inevitability of conflict and stresses pragmatic management over idealistic suppression. While wary of self-serving factions, both thinkers affirm the legitimacy of associations grounded in shared principles. In conclusion, pengdang in the Song context was an ambivalent phenomenon, functioning as both a catalyst and an internal constraint for gongzhi. This study shows that the political tension between harmony and factionalism should be understood as a structural feature of Song political thought, rather than as a simple contradiction.

본 연구는 송대 구양수, 소식의 당론(黨論)을 중심으로 ‘공치(共治)’ 이념과 붕당의 복합적 관계를 분석한다. 송대 ‘동치천하(同治天下)’의 정치 참여 에서는 군과 신의 수직적 조화뿐만 아니라, 신하 집단 내부의 수평적 조화 또한 중요한 과제였으며, 현실에서 이는 붕당이라는 형태로 나타났다. 구양수는 ｢붕당론(朋黨論)｣을 지어 ‘군자’와 ‘소인’의 붕당을 구분짓고, 도 의를 따르는 군자 붕당이 ‘공론 형성의 장’으로서 공치 실현에 기여함을 역 설하였다. 한편 소식은 ｢속구양자붕당론(續歐陽子朋黨論)｣을 통해 붕당으 로 인한 현실적 갈등과 소인의 득세가 초래하는 위험을 직시하며, 이상론보 다 실용적 지혜의 중요성을 강조했다. 그 밖에 붕당에 관한 글을 직접적으 로 짓지는 않았지만 주희 또한 붕당의 문제를 도의와 통일성을 기준으로 삼아 해석하며, 사적 이익을 경계하고 도리에 입각한 결사의 정당성을 옹호 한 바 있다. 이러한 주장들을 통해 볼 때, 송대의 붕당은 공치 실현의 잠재적 동력이 자 현실적 모순을 내포한 양가적 존재였다고 할 수 있다. 따라서 구양수가 제시한 이상적 공론 형성 가능성, 소식이 경고한 현실적 갈등 및 관리 필요 성 등이 종합적으로 이해되어야 할 것이다. 붕당은 공치 이념의 실현 가능성 과 한계를 동시에 드러내는 송대 정치사상의 핵심 쟁점임을 밝혀둔다.
