We established a green network framework to build a sustainable garden city by linking national parks and the royal forest of the Silla dynasty as part of a historical, ecological, and cultural resource network, thereby laying the policy foundation for systematically and gradually implementing Gyeongju’s future growth strategy as a garden city. We planned to create the green network by connecting roads, waterways, and pedestrian paths; restoring the royal forest as an ecological corridor from the Silla era; increasing connectivity by transforming small unused plots into gardens; utilizing street trees to structure the network; and linking historical and cultural spaces such as heritage sites and ruins. In particular, this study proposed citizen participation strategies for the practical creation and maintenance of the network, and analyzed institutional connections and local government cooperation systems to support administrative efforts. The findings are presented in the form of guidelines for establishing green networks utilizing urban heritage and park landscapes, which are applicable to other cities and are expected to contribute to local economic revitalization, including job creation, through the development of the green industry.

국립공원과 왕경숲을 연계한 역사 생태 문화자원의 네트워크 조성으로 미래 경주의 신성장 동력의 발굴을 위 하여, 정원도시 경주를 조성함으로써 체계적이고 단계적으로 실행할 수 있는 정책 기반을 마련하고, 시민이 중심이 되는 주민참여형 정원도시 사업을 촉진함으로써 지속가능한 정원도시를 구축하기 위한 녹지네트워크 구상을 수립하 였다. 녹지네트워크 조성을 위해 도로, 물길, 이음길 등을 활용하여 연결하고, 신라시대의 왕경숲을 복원하여 생태연 결수단으로 활용하도록 계획하였으며, 자투리땅에 대한 정원조성으로 연결기회를 증대하였고, 가로수를 활용하여 네크 워크를 계획하고, 유적 및 유구 등 역사문화공간의 네트워크화를 계획하였다. 특히, 본 연구에서는 실질적인 네트워크 의 조성과 유지관리를 위한 시민참여방안을 마련하였고, 행정적인 지원을 위한 제도적 연계 및 지자체화의 협력체계 구축에 대하여 분석하였다. 본 연구의 결과는 도심내 문화유산과 공원녹지 등을 활용한 녹지네트워크의 조성에 대한 가이드라인의 형태로 제시되어, 타 도시에서의 적용이 가능하고, 그린산업이라고 하는 새로운 산업의 발달로 일자리 창출을 포함한 지역경제의 활성화에 이바지 할 수 있을 것으로 기대된다.
