The Youth Basic Ordinance is a policy case adopted by all local governments in South Korea from 2015 to 2024. To determine whether the successive adoption of the Youth Basic Ordinance by local governments can be seen as a case of policy diffusion, this study was examined against three phenomenological characteristics of policy diffusion: temporal, spatial, and substantive dimensions. In the temporal dimension, the frequency graph of ordinance adoption formed an S-curve, with more adoptions occurring during the mid-diffusion period than in the early phase, and a decline in the late phase. In the spatial dimension, local governments within the same regional government adopted the ordinance intensively over a span of four to five years, indicating regional centrality. In the substantive dimension, common elements such as the ordinance title, purpose, responsibilities of the head of the local government, and formulation of a basic plan were observed across most ordinances. However, diversity was also found among ordinances adopted in the same year in terms of ordinance titles, age definitions, implementation plans, and participation systems. As the spread of the Youth Basic Ordinance displays all the phenomenological characteristics of policy diffusion, it can be considered a significant case for domestic research on policy diffusion.

청년기본조례는 2015년부터 2024년까지 전국의 모든 기초자치단체가 채택한 정책사례이다. 본 연구는 기초자 치단체들이 연쇄적으로 채택한 청년기본조례를 정책확산 현상으로 볼 수 있는지 확인하기 위해 정책확산의 세 가지 현상적 특성인 시간적 차원에서 S자 곡선인 정책채택 빈도 그래프, 공간적 차원에서 지역적 집중성, 내용적 차원에서 공통성 속에서 다양성 발현을 만족하는지 확인하였다. 청년기본조례 채택 빈도는 초기 확산 시기보다 중기 확산 시기 가 더 많고 후기에는 줄어들어 누적 빈도 그래프는 S자 곡선을 그렸다. 같은 광역자치단체 내의 기초자치단체는 4~5 년간 청년기본조례를 집중적으로 채택하여 지역적 집중성이 있었다. 청년기본조례의 조례명, 목적, 단체장 책무, 기본 계획 수립 등은 청년기본조례를 채택한 대부분의 기초자치단체 조례 내용에서 공통적으로 확인되었는데, 연도별로 조 례명, 연령정의, 시행계획, 참여제도에서 같은 해에 조례를 채택한 기초자치단체 간 다양성이 있었다. 청년기본조례의 확산현상은 정책확산의 현상적 특성을 모두 보이는 것이 확인되어 국내 정책확산연구에 중요한 사례로 볼 수 있다.
