This study empirically examines the impact of Generative Artificial Intelligence (Generative AI) adoption on work efficiency aimed at improving public service quality. Focusing on the South Korean public sector, where legal and institutional frameworks for AI utilization remain underdeveloped, the analysis investigates the effects of public employees’ AI acceptance, trust, usage experience, and perceived benefits on work efficiency. The results reveal that AI acceptance and AI trust significantly enhance work efficiency, whereas AI usage experience and perceived benefits show no statistically significant effects. These findings underscore the importance of psychological and cultural acceptance and trust among public employees over technical infrastructure in realizing the potential of Generative AI in the public sector. The study highlights the necessity of establishing legal and ethical frameworks to ensure responsible AI use, fostering an organizational culture oriented toward public value, and implementing change management strategies. Additionally, securing explainability and transparency in AI systems, building institutional trust mechanisms, and enhancing AI literacy and competency among public officials are critical. This research offers policy and strategic implications for the effective adoption of Generative AI in public administration and provides a foundation for future empirical studies.

본 연구는 생성형 인공지능(Generative AI)의 활용이 공공서비스 질 개선을 위한 업무 효율성에 미치는 영향 을 실증적으로 분석하였다. 분석 결과, AI 수용과 AI 신뢰가 공공서비스 질 개선을 위한 업무 효율성에 긍정적인 영 향을 미치는 것으로 나타났다. 이는 물리적 인프라 구축보다 조직 구성원의 심리적·문화적 수용과 신뢰가 생성형 AI 기술의 효과적인 활용을 결정짓는 주요 요인임을 시사한다. 반면, AI 업무 활용 경험과 인식된 혜택은 통계적으로 유 의미한 영향을 미치지 않는 것으로 나타났으며, 이는 공공부문에서 생성형 AI의 제도적 기반 미비와 실질적인 활용 사례 부족, 그리고 이에 따른 혜택 인식의 한계 때문으로 해석된다. 본 연구는 공공부문에서도 생성형 AI가 행정 혁 신과 서비스 품질 향상을 위한 핵심 수단으로 기능할 수 있는 실질적 가능성을 제시하였으며, 이를 현실화하기 위해 다음과 같은 과제가 도출되었다. 첫째, 생성형 AI의 책임 있는 활용을 위한 법률적 근거와 윤리적·제도적 장치의 마 련이 시급하다. 둘째, AI를 공공가치 실현의 지원 체계로 인식하는 조직문화로의 전환과 이에 따른 변화관리 전략이 필요하다. 셋째, 생성형 AI 시스템의 설명 가능성과 투명성을 확보하고, 기술적·제도적 신뢰 보완 장치를 구축해야 한 다. 끝으로, 공공부문 종사자의 AI 리터러시 및 기술 활용 역량을 강화하고, 이를 지원하기 위한 전문 인력 양성과 AI 전담 부서 설치 등의 인프라 확충이 요구된다. 본 연구는 공공부문의 생성형 AI 도입과 활용에 있어 정책적·전략 적 시사점을 제공하며, 향후 연구와 실천적 접근을 위한 기초자료로 활용될 수 있다.
