This study systematically examines the structure and operational status of the Marine Education Network, launched in 2016 under the leadership of the Ministry of Oceans and Fisheries, and aims to identify key tasks for vitalizing marine education. To this end, a detailed review of the collaborative efforts among participating institutions was conducted, including the National Maritime Museum, which served as the network's secretariat until early 2022. The research focused on the internal and external cooperation structures and implementation processes, highlighting case studies of jointly developed and utilized marine education programs and content. The findings indicate that the Marine Education Network has made practical contributions to strengthening marine education through close collaboration and procedural implementation with education officials from member institutions. This includes the qualitative and quantitative expansion of marine education content, stronger ties with public education, and the establishment of a foundation for cooperation with local communities. This network-based partnership structure and practice-oriented operational approach not only motivated participating institutions to utilize their marine cultural resources for educational purposes but also drove positive developmental outcomes across the entire field of marine education. The study identifies that strengthening the network's cohesion and solidarity is an essential factor for enhancing and disseminating the social and educational value of marine education. Furthermore, to vitalize marine education, the network suggests various policy and practical strategies, such as forming a consensus and fostering an environment for exchange and cooperation, expanding the public nature of marine education, and establishing a platform for training and supporting professionals. The importance of continuous management of policy relevance, implementation, and the establishment of evaluation and feedback systems within the network was also emphasized. It was found that hub institutions located in the Seoul Metropolitan Area and the East, West, and South Sea regions are contributing to the development of Korea's marine culture by operating diverse educational programs that reflect their unique institutional identities in fields like marine history, fisheries, marine science, marine biology, and marine environment. Therefore, this study is significant for deepening the collaboration model between local communities and public education and for providing strategic directions for the vitalization of domestic marine education by expanding the role of the hubinstitution- centric Marine Education Network. Ultimately, by highlighting the necessity of network-based cooperation, various implementation tasks, and strategies for establishing a sustainable marine education system, this research is expected to serve as a foundational resource for the educational utilization of marine cultural resources and the development of a marine education model.

본 연구는 2016년 해양수산부 주도하에 출범한 해양교육네트워크의 협의체 구성과 운영 현황을 체계적으로 고찰하고 해양교육 활성화를 위한 주요 과제를 도출하는 것을 목적으로 한다. 연구 수행을 위해 2022년 초까지 해양교육네트워크 사무국 역할을 수행 했던 국립해양박물관을 비롯하여 참여기관 간 해양교육 및 해양문화 확산을 위한 협업 추진 현황을 세부적으로 검토하였다. 특히 해양교육네트워크 교육 프로그램 운영과 해 양교육콘텐츠 공동 개발 및 활용 사례를 통해 네트워크 내･외부의 협력 구조와 실행 과 정을 중점적으로 살펴보았다. 연구 결과 해양교육네트워크는 참여기관 교육담당자들과의 긴밀한 협조 및 절차 이 행을 통해 해양교육콘텐츠의 질적･양적 확대, 공교육과의 연계 강화, 지역사회와의 협 력 기반 구축 등에서 해양교육 내실화에 기여하고 있음이 파악되었다. 이러한 네트워크 기반 협력의 파트너십 구조와 실천 중심의 운영 방식은 참여기관이 보유한 해양문화자 원을 교육적으로 활용할 수 있는 동기를 제공함과 동시에 해양교육 전반에 걸쳐 긍정적 인 발전 효과를 견인하였다. 해양교육의 사회적･교육적 가치를 증대하고 확산을 도모하 기 위해서는 네트워크의 결속력과 연대성 강화가 필수적인 요인임이 진단되었다. 아울 러 해양교육 활성화를 위해 해양교육네트워크는 해양교육을 매개로 한 공감대 형성과 교류･협력 환경 조성, 해양교육 공공성 확대, 전문 인력 양성 및 활동 지원 플랫폼 구축 등 다양한 정책적･실천적 전략의 필요성을 제언하였다. 또한 네트워크 내 정책적 연계와 실 행의 적합성, 모니터링 및 환류 시스템 구축의 지속적 관리 중요성도 강조하였다. 수도권 과 동･서･남해권역에 위치한 각 거점기관들은 기관별 정체성을 반영한 해양역사･문화, 해양수산, 해양과학, 해양생물, 해양환경 분야의 다양한 교육 프로그램을 운영하여 해양 문화 인식 확산에 긍정적인 성과를 이끌어 내고 있다. 따라서 본 연구는 거점기관 중심의 해양교육네트워크 역할 확대를 통해 지역사회와 공교육 간 협력 모델을 심화하고 국내 해양교육 활성화를 위한 전략적 방향성을 제시하 는 데 의의를 둔다. 최종적으로 해양교육 및 해양문화 확산을 위한 네트워크 기반 협력의 필요성과 실행 과제 그리고 지속가능한 해양교육 추진 체제 확립 방안을 다각적으로 조명함으로써 해양문화자원의 교육적 활용과 해양교육 발전 모델 구축을 위한 기반 자료 로 활용되기를 기대한다.
