(Purpose) This study aims to draw policy implications for the effective design and implementation of Korea’s Metropolitan Visa Program by conducting an in-depth case study of Canada’s Provincial Nominee Program (PNP), focusing on its legal foundations and operational processes. (Research methods) Employing a qualitative single-case study design, this research analyzes the governance structure and policy outcomes of immigration policy between federal and provincial governments by examining Manitoba’s Provincial Nominee Program (PNP) through the combined lenses of institutional and systems-based theoretical frameworks. (Findings) An analysis of Canada’s intergovernmental immigration structure and the Provincial Nominee Program (PNP) yields the following findings. First, Canada maintains a cooperative governance system where immigration authority is shared between federal and provincial governments under constitutional and legal frameworks. Second, immigration functions―such as visa issuance, permanent residency review, and settlement support―are systematically divided among federal, provincial, and municipal governments. Third, Manitoba has established a dedicated immigration office and provides specialized training to enhance the capacity of PNP officials. Fourth, the PNP is managed through a phased division of responsibilities between provincial and federal levels, from selection to permanent residency issuance. Finally, the program meets regional needs through labor market-based evaluations and flexible quota adjustments (Conclusion and recommendations) Policy implications for the design and implementation of Korea’s Metropolitan Visa Program include the following: First, a clear division of authority between the central and local governments must be established based on legal frameworks. Second, responsibilities across all stages of immigration administration should be functionally allocated among levels of government. Third, metropolitan governments should establish dedicated immigration units and implement structured training systems to enhance civil servant expertise. Fourth, standardized administrative procedures and intergovernmental coordination systems must be developed to manage the process from application to residency approval. Finally, visa recommendation criteria should be based on regional labor demand and supported by a locally grounded evaluation framework.

(연구목적) 본 연구의 목적은 한국의 광역형 비자 제도의 효과적인 설계와 운영을 위한 정책적 시사점을 도출하 기 위해 캐나다 주정부추천프로그램(PNP)을 사례연구 대상으로 선정하고, 그 법적 근거와 운영과정을 심층적으 로 분석하는 것이다. (연구방법) 본 연구는 캐나다 Manitoba 주의 주정부추천프로그램(PNP)을 단일사례로 선정하여, 제도주의와 체제론적 분석 틀을 적용한 질적 사례연구를 통해 연방–주정부 간 이민정책 거버넌스와 정책성과를 분석하였다. (연구결과) 캐나다 이민정책의 정부 간 역할과 PNP 운영 분석 결과, 첫째, 캐나다는 헌법과 법률에 따라 연방과 주정부 간 이민 권한을 분담하는 협력적 거버넌스를 형성하고 있다. 둘째, 이민 행정의 전 과정—비자 발급, 영주 권 심사, 정착지원—에서 연방, 주, 지방정부 간 기능별 역할이 체계적으로 분담되어 있다. 셋째, Manitoba 주정 부는 이민 전담부서를 설치하고, PNP 운영 공무원들의 전문성 강화를 위해 전문 교육을 하고 있다. 넷째, PNP는 신청자 선발부터 영주권 발급까지 주정부와 연방정부 간 단계별 역할 분담을 통해 운영된다. 마지막으로, 노동시 장 수요와 연고에 기반한 평가체계와 유연한 연간 쿼터 운용을 통해 지역 수요에 적절히 대응하고 있다. (결론 및 제언) 한국의 광역형 비자 제도의 설계 및 운영을 위한 정책적 시사점으로, 첫째, 법률에 기반한 중앙- 지방 간 권한 분담 체계를 명확히 마련해야 한다. 둘째, 이민 행정의 전 과정에서 단계별 업무를 중심으로 정부 간 기능을 체계적으로 분담해야 한다. 셋째, 광역자치단체는 이민 전담 조직을 구축하고 공무원 전문성 강화를 위한 교육체계를 갖춰야 한다. 넷째, 신청부터 체류허가까지 표준화된 행정절차와 협업 시스템을 구축해야 한다. 마지막으로, 지역별 인력 수요에 근거한 비자 추천 기준과 연고 기반 평가체계를 도입해야 한다.
